Illinois HB4046 allows local governments to install digital public safety communication devices on state highways.

Illinois HB4046, known as the Emergency Digital Communication Pilot Permits Act, permits local governments to install digital public safety communication devices on state highways. These devices must be operated by local governments, cannot display commercial advertising, and must be installed on municipally owned infrastructure with emergency override functionality. The Department of Transportation is tasked with adopting rules for implementation, including eligibility, content restrictions, monitoring, and enforcement.
