Bills
Amends the Wildlife Code. Provides that deer, turkey, and combination permits shall be issued to specified Illinois resident landowners and tenants without charge. Provides that the total number of deer, turkey, and combination permits that may be issued by the Department of Natural Resources and its fee shall be set by rule. Provides that Illinois resident that wish to hunt only on the land of which they are resident tenants, shall be issued deer permits without charge for Illinois land located in a county where the Department of Natural Resources has positively identified chronic wasting disease cases in the deer herd. Provides that no person shall be issued more than (i) one either-sex deer permit and one antlerless-only deer permit for the deer firearm season and (ii) one either-sex deer permit and one antlerless-only deer permit for the deer archery season under this amendatory Act. Defines terms and adds tenants, bona fide current income beneficiaries of a trust, and bona fide landowners to certain provisions. Requires permits under the amendatory Act to be on a hunter's person at all times while hunting.

Amends the Property Tax Code. Provides that, if a taxing district fails to timely file an affidavit that is required to be filed with respect to exempt property, then, prior to terminating the exemption, the chief county assessment officer shall notify the taxing district by first-class mail that the chief county assessment officer has not received the affidavit.

Creates the Workplace Extreme Temperature Safety Act. Provides that the Director of Labor shall adopt rules to establish excessive heat and excessive cold standards. Sets forth temporary excessive heat and excessive cold standards. Provides that, on or before January 1, 2026, the Director shall establish by rule an occupational temperature-related illness and injury prevention plan. Sets forth provisions concerning retaliation; violations; penalties; and enforcement of the Act.

Amends the State Prompt Payment Act. Makes technical changes to eliminate obsolete provisions. Provides that, if an agency incurs an interest liability that cannot be charged to the same expenditure authority account to which the related goods or services were charged due to federal prohibitions, the agency may pay the interest from any moneys appropriated to the agency that are not otherwise prohibited to be used for the purpose of paying interest. Provides that, when a State official or agency responsible for administering a contract receives a bill or invoice from a contractor, that State official or agency shall confirm the date on which the bill or invoice was received within 15 business days of receipt and shall transmit any approved amount to the Comptroller within 30 days of receipt. Provides that a State official or agency that is responsible for administering a contract submits a voucher to the Comptroller for payment, the official or agency shall make available electronically the voucher number, the date of the voucher, and the amount of the voucher within 15 days after submitting the voucher to the Comptroller (currently, that information shall be made available promptly).

Provides that coverage for treatment in a residential treatment center shall include residential coverage for the diagnosis and treatment of substance use disorders. Provides that this coverage shall include unlimited medically necessary treatment for substance use disorder treatment services provided in residential settings. Prohibits the coverage from applying financial requirements or treatment limitations to residential substance use disorder benefits that are more restrictive than the predominant financial requirements and treatment limitations applied to other medical and surgical benefits covered by the policy. Sets forth provisions concerning cost sharing; application of coverage requirements; prior authorization; clinical review; discharge plans; other forms of utilization review; and the criteria for medical necessity determinations.

Provides that all fees received pursuant to contracts or agreements (rather than contracts only) entered into by IEMA-OHS shall be set apart in a special fund to be known as the Low-Level Radioactive Waste Facility Operation Fund (rather than the Radioactive Waste Site Perpetual Care Fund). Provides that all payments received by IEMA-OHS (formerly the Department of Nuclear Safety) pursuant to the settlement agreement entered May 25, 1988, in the matter of the People of the Illinois, et al. v. Teledyne, Inc., et al. (No. 78 MR 25, Circuit Court, Bureau County, Illinois) shall be held in the Sheffield February 1982 Agreed Order Fund by the State Treasurer separate and apart from all public moneys or funds of the State, and shall only be used as provided in such settlement agreement. Provides that interest earned by investment of moneys accumulated in the Sheffield February 1982 Agreed Order Fund shall be deposited into the Sheffield February 1982 Agreed Order Fund (rather than the Radioactive Waste Site Perpetual Care Fund) for the continued maintenance of the Sheffield Low-Level Radioactive Waste Site and surrounding buffer zone to protect the public health and safety on a continuing and perpetual basis.

Amends the Behavior Analyst Licensing Act. Adds an occupational therapist to the individuals that the Act does not prohibit from performing or advertising activities that are considered to be the practice of applied behavior analysis under the Act. In provisions concerning unlicensed practice, provides that any member, partner, shareholder, director, officer, holder of any other ownership interest, or agent of a business organization providing behavior analysis services who makes clinical decisions regarding patient care without being licensed or exempt under the Act shall be deemed to have violated the provisions. Repeals a provision concerning license restrictions and limitations. Amends the Professional Service Corporation Act. Adds the practice of applied behavior analysis by persons licensed under the Behavior Analyst Licensing Act to the list of personal services that, when combined, constitute "related professions" and "related professional services". Amends the Professional Limited Liability Company Act. Adds the practice of applied behavior analysis by behavior analysts and assistant behavior analysts licensed under the Behavior Analyst Licensing Act to the list of professional services that may be combined under a single professional limited liability company. Makes other changes. Effective immediately.

Amends the School Code. Provides that the Illinois Community College Board shall establish an outcome-based Adult Workforce High School Diploma Program to allow eligible students to qualify for enrollment in the Program, and, upon successful completion of the Program, to be awarded a high school diploma. Sets forth requirements for approved Program providers and Program funding. Requires each approved Program provider to submit an annual report to the Board regarding the Program. Requires the Board to submit an annual report to the Governor and the General Assembly regarding the Program. Repeals the provisions on June 30, 2030.

Amends the Chicago Police and Chicago Firefighter Articles of the Illinois Pension Code. Provides that the Retirement Systems Reciprocal Act (Article 20 of the Code) is adopted and made a part of the Chicago Police and Chicago Firefighter Articles, but only with respect to a person who, on or after the effective date of the amendatory Act, is entitled under the Chicago Police or Chicago Firefighter Article to begin receiving a retirement annuity or survivor's annuity and who elects to proceed under the Retirement Systems Reciprocal Act. Amends the State Mandates Act to require implementation without reimbursement by the State.

In the definition of "retire" and "retirement", provides that a participant in the self-managed plan retires, and the participant's retirement begins, when the participant is eligible for retirement under the Article, and the Retirement System Reciprocal Act (Article 20 of the Code) if applicable, and the participant begins receiving retirement income from the participant's self-managed plan account.
