Amends the Wholesale Drug Distribution Licensing Act. Defines "virtual wholesale distributor". Provides that every virtual wholesale distributor that engages in virtual drug distribution of prescription drugs shall be licensed by the Department of Financial and Professional Regulation. Provides that a virtual wholesale distributor shall only contract with entities licensed under the Act to take physical possession of prescription drugs if the prescription drugs are being shipped into the State. Sets forth requirements for applicants for a virtual wholesale distributor license. Provides that a virtual wholesale distributor shall ensure that any licensed entity providing distribution services to the virtual wholesale distributor complies with certain requirements. Provides that a virtual wholesale distributor shall not operate out of a location that is a residence or personal dwelling. Makes conforming changes in provisions concerning definitions; unlicensed practice; the expiration of a license; rules and regulations; inspection powers of a pharmacy investigator; restrictions on transactions; wholesaler licensing complaints; violations of the Act; temporary suspension of a license; home rule preemption; and drugs in storage. Makes other changes. Effective immediately.

Creates the Ground-Based Sparkler Purchaser Excise Tax Act. Imposes a tax, beginning July 1, 2025, upon purchasers for the privilege of using ground-based sparklers and not for the purpose of resale at the rate of 6% of the purchase price of ground-based sparklers. Prohibits certain retail combinations or bundles. Requires every retailer required to collect the tax to apply to the Department of Revenue for a certificate of registration. Provides that any retailer required to collect the tax shall be liable to the Department for the tax, whether the tax has been collected, and any such tax shall constitute a debt to the State. Provides for the making of returns. Provides that from the revenue collected, the Department shall pay 25% into the Fireman's Annuity and Benefit Fund, 25% into the Firefighters' Pension Investment Fund, and 50% into the General Revenue Fund. Provides for recordkeeping requirements. Establishes penalties for violations of the Act. Provides that the Department shall have full power to administer and enforce the Act. Allows for the arrest of any person who violates the Act, the search of any place of business to inspect all ground-based sparklers, and the seizure of any ground based-sparklers without a warrant. Sets forth hearing requirements after seizure. Allows the Department to adopt rules. Amends the Fireworks Regulation Act of Illinois. Provides that, except for grandfathered health plans, a health insurance issuer in the individual, small group, or large group market shall not deny coverage to an individual or employer due to the individual's or employer's failure to pay premiums owed under a prior policy, certificate, or contract of insurance. Specifies that nothing in the provisions concerning past-due premiums prohibits a health insurance issuer from pursuing the collection of past-due premiums from an individual or employer by any other means permitted by law. Effective immediately.

Requires each school district that offers one or more courses in health education to pupils in middle school or high school to include in those courses instruction in mental health. Sets forth the required instruction topics and materials. Provides that a pupil receiving instruction under in mental health shall not be required to disclose the pupil's confidential health or mental health information at any time in the course of receiving the instruction.

Amends the Substance Use Disorder Treatment for Criminal Justice Clients Article of the Substance Use Disorder Act. Changes references from "treatment" to "case management" and changes the name of the Article. Provides that nothing in provisions concerning case management shall preclude any individual with a substance use disorder who is charged with or convicted of a crime from receiving case management services with a designated program if such services are ordered by the court. Provides that the court, with the consent of the defendant and the State's Attorney, may, without entering a judgment, sentence the defendant to probation under a provision concerning case management as a condition of probation. Provides that the sentence to probation under the provisions shall not be considered a conviction under Illinois law unless and until judgment is entered upon violation of a term or condition of probation. Provides that, upon fulfillment of the terms and conditions of probation, the court shall discharge the person and dismiss the proceedings against the person. Provides that case management services by a designated program may be made a condition of pretrial release, and failure to comply with such services may be treated as a violation of a condition of pretrial release. Requires the designated program to make periodic progress reports regarding each such defendant to the appropriate pretrial services agency or Office of Statewide Pretrial Services and to report failures to comply with the requirements of the designated program. Makes conforming and other changes.

Provides that a person licensed under the Act may not import any dog into the State if the licensee knows or has reason to know that the dog is under the age of 8 weeks old. Amends the Educator Licensure Article of the School Code with respect to the Illinois Teaching Excellence Program. Provides that a maximum of $2,000 (rather than $1,000) shall be given as monetary assistance and incentives toward the National Board for Professional Teaching standards' renewal application fee. Removes other monetary assistance and incentives. Provides that the State Board of Education shall provide an annual stipend of $4,000 for up to 5 years to teachers who hold current National Board for Professional Teacher Standards certification. Provides that to receive the $4,000 annual stipend, the National Board certified teacher must be employed as a public school teacher and must hold a valid National Board for Professional Teacher Standards certificate throughout each year of the stipend. Provides that if there are adequate funds available, mentoring programming must be made available to support qualified educators in their pursuit of National Board certification. Sets forth specific incentives, and provides that funds may also be used for (i) professional development training provided by National Board certified teachers or (ii) instructional leadership training for qualified educators interested in supporting implementation of the Illinois Learning Standards or teaching and learning priorities of the State Board of Education or both. Provides that the selection of teachers who hold both a National Board for Professional Teaching Standards designation and a current corresponding certificate issued by the National Board for Professional Teaching Standards shall be encouraged for other mentoring programs.

Creates the Electric Transmission Facilities Siting Act. Defines terms. Requires that, in the siting of new electric transmission facilities, available corridors be used in the following order of priority: (1) existing public utility corridors; (2) highway corridors; and (3) new corridors. Provides that a public utility or developer may construct, place, or maintain a high-voltage electric service line on a public right-of-way or along a highway if (i) the public utility or developer submits a colocation request for the high-voltage electric service line to the Secretary of Transportation and (ii) the Secretary reviews and approves the colocation request. Requires a public utility or developer to develop a constructability report in consultation with the Department of Transportation and requires the public utility or developer and the Department to follow the terms and conditions of the constructability report during the planning and approval process for the siting of a high-voltage electric service line. Sets forth requirements for the content of the constructability report. Amends the Public Utilities Act. In provisions concerning distributed generation rebates, provides that the owner or operator of distributed generation that, before January 1, 2025 (rather than before the threshold date), is eligible for net metering under the Act may apply for a base rebate for an associated energy storage device behind the same retail customer meter as the distributed generation, regardless of whether the distributed generation applies for a rebate for the distributed generation device. Provides that, after the threshold date, a stand-alone energy storage system that is neither paired with distributed generation nor with any electric load beyond the electric load that is used by the energy storage system itself (rather than a stand-alone energy storage system) shall be compensated with a rebate of $250 per kilowatt-hour of nameplate capacity. Amends the Environmental Protection Act. In provisions concerning greenhouse gases, provides that the Environmental Protection Agency and the Illinois Power Agency shall file a plan to reduce or delay certain emissions reductions requirements with the Illinois Commerce Commission for review in conjunction with the integrated resource plan under certain provisions of the Public Utilities Act. Makes other changes. Effective immediately.
