Illinois HB3021 prohibits deceptive commercial transactions involving artificial intelligence systems.

HB3021 amends the Consumer Fraud and Deceptive Business Practices Act to make it unlawful for any person to engage in commercial transactions with consumers using chatbots, artificial intelligence agents, avatars, or similar technology without clear disclosure. This applies when the consumer is misled into believing they are interacting with a human representative. The law takes effect January 1, 2026.
