Illinois HB2698 mandates prorated bill credits for consumers from cable or video providers for outages lasting over an hour.

HB2698 amends the Public Utilities Act to require cable or video providers in Illinois to issue prorated bill credits to consumers for service outages exceeding one hour. The credit is calculated based on the consumer's monthly service rate, prorated for each hour of the outage. Additionally, if a contract dispute results in the loss of a channel, the provider must credit the consumer based on the percentage of the bill that the channel represents. The credit is automatically applied to the next billing cycle without requiring consumer action.
