Requires the Attorney General, in consultation with the Criminal Justice Research Institute, to submit ongoing annual reports to the Legislature on the effectiveness of the habitual violent crime offense in addressing repeat violent crime in the State. Amends Act 213, SLH 2024, which established the offense of habitual violent crime, by requiring the Criminal Justice Research Institute to submit a one-time report to the Legislature on the effectiveness of the offense prior to the Regular Session of 2031 and extending its sunset date to 6/30/2031. Requires and appropriates funds for the Hawaii Emergency Management Agency to establish a Central and Leeward Oahu Care Home Community Resilience Pilot Program to assist eligible care home facilities to implement structural and operational resilience improvements. Requires state and county law enforcement agencies to notify an individual in the custody of a state or county law enforcement agency of their rights before any interview with federal immigration authorities pertaining to certain matters regarding civil immigration violations can commence. Designates all records relating to federal immigration authorities' access to detained individuals provided by a state or local law enforcement agency as public records. (CD1)

Limits the independent audit requirement under the State's Deposit Beverage Container Program to deposit beverage distributors who distribute 5 million or more deposit beverage containers a year. Identifies frequency of obtaining and submitting independent audits based on quantities of deposit beverage containers distributed. Defines "distribute" to include the manufacture, import, and sale of deposit beverage containers. Creates minimum requirements for independent audits. (CD1)

Prohibits passenger or cargo ropeways in all land use districts, with an exemption for government entities subject to legislative approval. (CD1)

Amends the Hawaiian Homes Commission Act, 1920, as amended, to include children of a sibling as qualifying relatives of lessees for the purposes of lease transfer and lease successorship, in the same manner currently allowed for spouses, children, grandchildren, and siblings. (CD1)

Establishes a temporary, independent Public School Realignment and Closure Commission to develop and recommend a comprehensive package of school consolidations, realignments, and closures based on the federal Base Realignment and Closure model. Requires reports to the Legislature. Requires an expedited approval process for the recommended school consolidations, realignments, and closures. Appropriates funds. (CD1)

Specifies the types of cases in which evidence must be retained post-conviction and the process by which evidence may be disposed of earlier than the standard period of retention, which includes a procedure for defendants to oppose the disposal of biological evidence by filing an objection with the court. Authorizes the court, upon motion of a defendant or prosecutor or on the court's own motion, to order the retention of biological evidence in any felony case for a certain period under certain circumstances. Effective 9/1/2026. (CD1)

Requires the Department of Business, Economic Development, and Tourism, in collaboration with the Department of Taxation, to study the effectiveness of tax expenditures, prepare summary descriptive statistics, submit annual reports to the Legislature, and develop appropriate schedules and tax return forms to collect adequate information for evaluation of tax expenditures. Authorizes Department of Business, Economic Development, and Tourism staff to access certain information on tax returns to conduct evaluations of tax expenditures. Applies to taxable years beginning after 12/31/2026. (CD1)

Establishes the Community Behavioral Health Clinics Certifying Office to certify and decertify community behavioral health clinics and provide technical assistance for clinics seeking certification. Amends the composition of the Advisory Commission on Drug Abuse and Controlled Substances to include a member from the Community Behavioral Health Clinics Certifying Office. Appropriates funds. Requires the maximum contribution and carryover amounts for a public service flexible spending account plan to be set annually in accordance with the maximum amounts allowed under section 125 of the Internal Revenue Service Code. Effective 7/1/2027. (CD1)

Repeals sections of Chapter 326, Hawaii Revised Statutes, upon the 1year anniversary of the passing of the last patient resident of Kalaupapa as affirmed in the Governor's proclamation.
