Establishes civil remedies for the unauthorized disclosure of intimate images. (CD1)

Prohibits persons from interfering with another person's access to or from a health care facility or disrupting the normal functioning of a health care facility. Makes violations a petty misdemeanor. Establishes a private right of action. Authorizes the Attorney General to bring an action for injunctive or other equitable relief. (SD1)

Requires electronic smoking device and e-liquid manufacturers to certify to the Department of the Attorney General annually that the manufacturer received a Marketing Granted Order from the federal Food and Drug Administration and that the manufacturer is in compliance with federal regulations and state laws. Requires the Department to compile and make public a directory of all electronic smoking device and e-liquid manufacturers and products duly certified. Establishes penalties for manufacturers that fail to comply with the certification requirements and for other parties that acquire, possess, transport, keep, sell, or offer for sale products that are not in the directory. Establishes a two-year Family Resilience Pilot Program within the Office of Wellness and Resilience. Requires a report to the Legislature. Appropriates Temporary Assistance for Needy Families funds to be expended by the Department of Human Services for the pilot program. Sunsets 6/30/2028. (CD1)

Establishes the nonconsensual disclosure of intimate or private images as a criminal offense. Amends the criteria for an extended term of imprisonment to include defendants whose act of attempting to commit or committing the offense of nonconsensual disclosure of intimate or private images against a minor or vulnerable adult was the proximate cause of the victim's death. Requires the Office of Wellness and Resilience, in consultation with the Department of Human Services, to develop a comprehensive plan by 6/30/2027 for the establishment of a Kakou Pilot Program to support families and children in need. Requires the Office to submit preliminary and final reports to the Legislature on the plan and identify an administering agency or agencies for the pilot program. Beginning 7/1/2028, authorizes the Department of Human Services to expend Temporary Assistance for Needy Families program funds for the purposes of the Kakou Pilot Program. (CD1)

Amends the definition of "eligible business activity" for the purposes of the Enterprise Zone Program to include certain retail sales of tangible personal property; processing of certain value-added agricultural products; research development, sale, or production of all types of medical products and medical and health care services; activities of the Hawaii Food and Product Innovation Network; the provision of certain professional services by health care professionals; aerospace research and development activities; and information technology design and production services. Authorizes the Department of Business, Economic Development, and Tourism to declare up to two census tracts on state land that contain an innovation enterprise to be designated as an enterprise zone, subject to the Governor's approval and notwithstanding certain conditions. Requires DBEDT to conduct a comprehensive review, in consultation with the Department of Taxation, of the State Enterprise Zones Program and to submit a report to the Legislature. For taxable years beginning after 12/31/2026, extends the eligibility period of the state business tax credit for qualified businesses within state enterprise zones. Beginning 1/1/2028, extends the eligibility period of the general excise tax exemption for qualified businesses within state enterprise zones. Applies to qualified businesses who join the Enterprise Zone Program on or after 7/1/2026. (CD1)

Requires the Department of Human Services to adjust the minimum certification periods for Supplemental Nutrition Assistance Program benefits households, participate in the Elderly Simplified Application Project, and report to the Legislature. Effective 7/1/2028. (CD1)

Beginning 1/1/2027, prohibits the sale, offer for sale, or distribution for sale of any disposable electronic smoking devices in the State. Establishes penalties. (CD1)

Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit (tax credit) by, beginning for costs incurred after 12/31/2025, providing an additional credit to qualified productions with a workforce of at least eighty percent local hires; requiring each taxpayer claiming the tax credit to submit an independent third-party certification verifying certain information to the Department of Business, Economic Development, and Tourism; increasing the per-production cap amount to $20,000,000 and excluding qualified productions that incur at least $60,000,000 of qualified production costs from the per-production cap amount; changing the aggregate cap amount to $60,000,000; providing that, beginning for costs incurred after 12/31/2023, if the total amount of tax credits claimed in a year is less than the aggregate cap amount, the cap for the subsequent year shall be increased by the unclaimed amount; defining "streaming platform" and amending the definition of "qualified production" to include certain streaming productions; and extending the sunset date of the tax credit to 1/1/2038. Exempts from the general excise tax certain amounts received by a motion picture project employer from a client company that represent reimbursements for costs paid or incurred by the client company for reasonable employment-related costs of motion picture project workers or loan-out companies. Appropriates funds to the Department of Human Services to increase funding for certain Medicaid home- and community-based services, including residential services offered in community care foster family homes and expanded adult residential care homes. Requires the Department to obtain matching federal funds and pursue additional funding sources as a condition for expending the appropriated funds. (CD1)

Requires the Department of Business, Economic Development, and Tourism to provide public notice of certain information whenever a production obtains a permit or enters into a memorandum of agreement or understanding with DBEDT to film a visually recorded production at certain locations. Requires DBEDT to provide public notice of certain information whenever a production registers for pre-qualification or is determined to qualify for the Motion Picture, Digital Media, and Film Production Income Tax Credit and simultaneously post notice on a publicly accessible part of its website. Allows individuals to sign up to receive the public notice by electronic mail or postal mail. Provides an exemption for dispositions of lands set aside for filming and film studio operation from prior approval of the Board of Land and Natural Resources. (CD1)

Extends for five years certain provisions from Act 19, SLH 2020, and Act 238, SLH 2021, relating to abuse of family or household members, including establishing a petty misdemeanor offense of abuse of family or household members, clarifying penalties for violations, and allowing a deferred acceptance of guilty plea for misdemeanor and petty misdemeanor abuse of family or household members offenses. Requires the Judiciary to submit reports to the Legislature. Effective 6/29/2026. (CD1)

Authorizes the display of a mobile driver's license to a law enforcement officer on a mobile electronic device, under certain conditions. Limits a law enforcement officer's access to only the information necessary to verify the driver's license credential when displayed electronically. (CD1)

Establishes the Hawaii-Ireland Trade Commission within the Department of Business, Economic Development, and Tourism for administrative purposes. Requires the Commission to submit annual reports to the Legislature and Governor. Sunsets 6/30/2031. (CD2)

Amends the expungement orders law to reflect that a person who is arrested for or charged with a crime but convicted of a violation is eligible for an expungement of their arrest record for that incident. (CD1)

Authorizes cash transactions to be rounded up or down to the nearest five cents, except for cash transactions that total $0.01 or $0.02, which are to be rounded up to $0.05. Exempts transactions in which payment is made by demand or negotiable instrument, electronic fund transfer, check, gift card, money order, credit card, or other like instrument or method. Requires that the Hawaii Teacher Standards Board submit three nominees for its Executive Director to the Board of Education. Requires the Board of Education to appoint an Executive Director from the nominees on the list, subject to advice and consent of the Senate. (CD1)

Clarifies insurance, indemnification, and certain certificate of occupancy requirements for purposes of expedited permits. Requires state or county inspectors to inspect all projects with expedited permits. Repeals 6/30/2031. (CD1)

Authorizes the Division of Animal Industry of the Department of Agriculture and Biosecurity to adopt, amend, and repeal rules to develop an evaluation and authorization process to import and transport aquatic livestock in the State. Requires the Aquaculture Program to develop a biological aquatic risk-based framework and biocontainment standards for the aquatic livestock evaluation and authorization process. (CD1)

Updates and establishes additional statewide goals for solid waste stream and organic waste stream diversion. Requires the recycling, bioconversion, and organic waste diversion component to identify and assess methods to achieve certain organic waste stream reduction goals. (CD1)

Requires the Attorney General, in consultation with the Criminal Justice Research Institute, to submit ongoing annual reports to the Legislature on the effectiveness of the habitual violent crime offense in addressing repeat violent crime in the State. Amends Act 213, SLH 2024, which established the offense of habitual violent crime, by requiring the Criminal Justice Research Institute to submit a one-time report to the Legislature on the effectiveness of the offense prior to the Regular Session of 2031 and extending its sunset date to 6/30/2031. Requires and appropriates funds for the Hawaii Emergency Management Agency to establish a Central and Leeward Oahu Care Home Community Resilience Pilot Program to assist eligible care home facilities to implement structural and operational resilience improvements.
