Amends the renewable fuels production tax credit by: increasing the tax credit rate; specifying that the credit may be claimed for fuels that meet certain lifecycle greenhouse gas emissions and product transportation emissions thresholds; adding credit values for low lifecycle emissions renewable fuels and sustainable aviation fuels produced; allowing a taxpayer who previously claimed a credit to claim another credit for taxable years beginning after 12/31/2024; amending the credit period to be for a maximum period of ten consecutive years beginning from the effective date of this Act; and amending the required information in the certified statement. Grants the Public Utilities Commission the ability to authorize preferential rates for the purchase of renewable energy from facilities that meet certain prevailing wage requirements. Requires public utilities to forward certain requests for preferential rates to the PUC for approval. Appropriates funds.

Establishes additional regulations for the registration and use of electric bicycles. Amends the definition of electric bicycles subject to various state laws and classifies electric bicycles by top assisted speed. Defines "electric micro mobility device" and requires the same regulations as electric foot scooters to apply to electric micro mobility devices. Prohibits anyone under fifteen from operating a class 3 electric bicycle. Increasing the age for those required to wear a helmet when operating a bicycle. Effective 7/1/3000. (HD1)

Prohibits sellers of foreclosed homes from bundling properties at a public sale and requires each foreclosed home to be sold separately. Specifies that the sale of a foreclosed property is not final until either fifteen days after the public sale or forty-five days if an eligible bidder submits a subsequent bid or written notice of intent to submit a subsequent bid. Adds the Chairperson of the Department of Hawaiian Home Lands, or the Chairperson's designee, to the Hawaii Housing Finance and Development Corporation Board of Directors. Amends quorum requirements for the Hawaii Housing Finance and Development Corporation Board of Directors.

Amends provisions relating to the Motion Picture, Digital Media, and Film Production Income Tax Credit. Increases the percentage of the qualified production costs that can be claimed by a qualified production company in different counties. Clarifies the distribution requirements of the tax credit. Increases the cap amount and aggregate cap amount of the tax credit.

Appropriates funds to establish positions within the Department of Land and Natural Resources' Division of Aquatic Resources.

Requires individual managing agents and employees of entity managing agents to be licensed and imposes certain duties on these individuals.

Requires a hotel to provide notification of a service disruption, or that a service disruption may occur, to all third-party vendors and prospective and current guests. Prohibits a hotel from imposing any fee, penalty, or other charge, or retaining any deposit: if before check-in, a guest cancels a reservation due to a service disruption, unless the hotel provided prior notice; or if the service disruption arises after check-in, regardless of whether the hotel provided prior notification.

Provides access by owners of motor vehicles and independent repair facilities to motor vehicle manufacturer diagnostic and repair information and diagnostic repair tools otherwise made available to dealers.

Adds a minimum penalty of $50 per violation of the State Water Code and makes each day that a violation exists or continues a separate offense. Requires the Commission on Water Resource Management to determine the amount of the penalty based on the circumstances of the violation.
