Requires a trigger lock for all firearms purchases from a licensed dealer. Requires licensed firearms dealers to provide purchasers with notice regarding the law on firearms storage. Amends the requirements for the secure storage of firearms and establishes fines for violations. Amends the offense of criminally negligent storage of a firearm.

Beginning 1/1/2026, requires persons that provide single-use compostable plastic packaging or utensils for any food or beverages sold in the State to have on-site composting collection bins and ensure the collection and delivery of disposed single-use compostable plastic packaging or utensils to certain commercial composting facilities under certain circumstances. Requires the Department of Health to report to the Legislature before the Regular Sessions of 2026 through 2035.

Removes requirement that all wiretapping applications made to a designated judge be accompanied by a written memorandum from the Department of the Attorney General recommending approval or disapproval.

Appropriates funds for a one-time hazard pay bonus to state officers and employees in bargaining units 5, 6, and 7, and their excluded counterparts under certain conditions.

Establishes a process for the unit owner or tenant of the unit owner to appeal the imposition of a fine. Clarifies the responsibilities of unit owners to pay common expense assessments. Clarifies the rights and process for unit owners to appeal assessments other than common expense assessments.

Expands and renames the Hawaii Renewable Hydrogen Program to include identification of likely pumped storage hydropower locations, or sites for other long duration clean energy storage technologies, and promotion of their development. Expands the use of the Hydrogen Investment Special Fund to include seed capital and venture capital investments for the Hawaii Renewable Hydrogen and Long Duration Clean Energy Storage Program. Allows captive insurance companies that are not risk retention captive insurance companies to apply to the Insurance Commissioner for certificates of exemption from examination if the captive insurance companies meet certain requirements.

Requires and appropriates moneys for the Department of Transportation, in collaboration with the City and County of Honolulu, to assess and develop an improvement plan for emergency evacuation routes along the Waianae coast. Authorizes the Department to request input and assistance from the United States Navy. Requires a report to the Legislature.

Specifies that election ballots issued by the Chief Election Officer or county clerk shall exclude any candidate who is disqualified by a constitutional or statutory provision. Provides for a process for challenging an inclusion or exclusion of a candidate from a ballot. Includes a candidate's disqualification as grounds for an election contest complaint. Specifies that electors of presidential and vice presidential candidates shall not be individuals who are disqualified by a constitutional or statutory provision.

Appropriate funds to the legislative reference bureau to procure artificial intelligence software and analytic services to streamline state law and regulations. Requires a report to the legislature.

Allows qualified adults, including adults with a disability, mentally ill adults, and adults sixty-five years of age or older, to enter into supported decision-making agreements with one or members of a supportive community. Specifies the terms of a supported decision-making agreement, including access to personal information and agreement requirements.

Requires the Department Education, in coordination with the Department of Health, to develop a fireworks education and marketing program for implementation in public schools, including charter schools, and distribution to private schools.

Requires the Department of Human Services to assess the feasibility of offering a 20% discount on certain goods and services for the State's low- to moderate-income elders.
