SB301 amends Hawaii law to hold dog owners liable for damages caused by their dogs on private property, including agricultural zones. If a dog causes damage, the owner must either confine or destroy the dog. If the owner neglects or refuses to do so, and the dog causes further damage, the owner must pay for the damages and trial costs, and may face a fine of at least $1,000. Counties are allowed to enact ordinances regulating dog owners who have dogs that have injured, maimed, or destroyed another animal, without affecting the owner's civil liability.
