Prohibits the construction, modification, or expansion of waste or disposal facilities that are near or above a significant aquifer. Allows counties to apply for exemptions to state siting standards if they meet certain criteria.

Prohibits state or county grantees, officers and immediate family members of state or county contractors, and officers and immediate family members of state or county grantees, from contributing to candidate committees and noncandidate committees for the duration of the contract. Prohibits state or county grantees from knowingly soliciting any contributions. Requires candidates, candidate committees, and noncandidate committees to return any unlawful contribution to the contributor within thirty calendar days of receipt. Provides that an unlawful contribution shall escheat to the Hawaii Election Campaign Fund if it is not returned to the contributor within thirty calendar days. Requires disclosures of the names of any owners, officers and immediate family members of a state or county contractor or grantee for contracts exceeding a certain amount. (SD1)

Amends the environmental response, energy, and food security tax to address carbon emissions. Incrementally increases the tax rate over time. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on lower-income taxpayers. Establishes and appropriates moneys into the carbon emissions tax and dividend special fund. Reenacts the agricultural development and food security special fund. Requires reports to the Legislature.

Proposes to amend the state constitution to:(1) require the election of state justices and judges, as provided by law; authorize the governor and chief justice to make interim appointments for vacancies in the offices of the chief justice, supreme court, intermediate appellate court, and circuit courts, or district courts, respectively; and (3) repeal provisions pertaining to the judicial selection commission.

Restricts how much and how often a landlord may increase rent over the course of a twelve month period.

Mandates courts to impose an enhanced sentence for theft and burglary offenses over a certain property value threshold. Increases penalties for habitual property crime perpetrators. Targets fencing operations and imposes enhanced sentencing to those who knowingly receive stolen property or resell such property.

Reestablishes the Historic Preservation Income Tax Credit. Establishes a cap of the tax credit for each taxable year from 2025 to 2030. Sunsets 12/31/2030. Effective 7/1/3000. (HD1)

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as an investigator in a position identified by the Department of Law Enforcement or Department of the Attorney General as a labor shortage or difficultto-fill position, subject to certain conditions. Requires the director of human resources of the appropriate state jurisdiction to include in the director's annual report to the Legislature, details on the employment of retirants as investigators. Beginning with the 2025-2026 school year, requires the Department of Education to provide free breakfast and lunch to all students enrolled in department schools. Appropriates funds.

Authorizes the Judiciary to determine the format of the juror qualification form and the means of its delivery and return. Removes the requirement that the form be mailed.

Requires the Department of Taxation to provide refunds to taxpayers at the same interest rate as the federal government. Effective 7/1/2025. (SD1)

Requires all newly constructed single-family residences and apartment buildings located within specified geographic areas to be built to withstand certain categories of hurricanes and to contain residential safe rooms with attached bathrooms. Effective 1/1/2026.

Requires the Comptroller and State Librarian to identify state office buildings, including state libraries, that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings and estimate the costs and resources, including additional staffing, to effectuate this purpose. Allows the Comptroller and State Librarian to partner with the University of Hawaii in performing these tasks. Requires a report to the Legislature. Effective 1/1/2525. (SD1)

Requires graduates of the University of Hawaii John A. Burns School of Medicine who have paid in-state tuition to serve as a physician in the State for at least 2 years following their medical residency or fellowship. Begins with the class of 2029.

Extends the sunset date for the State Rent Supplement Program for Kupuna to 6/30/2028.

Clarifies the definition of "covered employer" under the Hawaii Retirement Savings Act. Requires covered employers to automatically enroll covered employees into the Hawaii Retirement Savings Program unless the covered employee chooses to opt out. Effective upon approval.

Beginning 1/1/2027, prohibits the sale or offer for sale of gasoline-powered leaf blowers. Repeals the exemption on leaf blower restrictions for government agencies.

Requires the Office of Planning and Sustainable Development to conduct an integrated land use study for the use of lands within the agricultural districts. Establishes one full-time equivalent (1.0 FTE) planner position, exempt from chapter 76.

Amends section 200-14, HRS, to clarify that enforcement of criminal water pollution offenses remains under the jurisdiction of the Department of Health, rather than the Department of Land and Natural Resources.

Authorizes state facilities to wheel electricity produced by their own facility from renewable energy sources to other state facilities pursuant to administrative rules or orders established by the Public Utilities Commission. Requires the Public Utilities Commission to submit a report to the Legislature. Effective 7/1/2050. (SD2)

Requires insurers to provide automatic, advance written premium change notices to common interest community policyholders and the Insurance Commissioner, with reasonable explanations and primary factors, disclosing the causes of any premium increase if, upon renewal, premiums are scheduled to increase more than an unspecified per cent. Requires insurers to automatically issue a loss run report to the policyholder at the end of each policy year. Requires insurers that renewed property insurance policies between 2022 and 2024 for policyholders that were condominium associations, planned community associations, or cooperative housing corporations in the State to provide an explanation for certain premium increases during this period. Requires the Insurance Commissioner to submit a report to the Legislature. Effective 7/1/2050. (SD1)

Establishes within the Department of Agriculture the Hawaii Agricultural Transportation Assistance Program, to consist of a reimbursement program and grant program, to assist certain farmers and livestock producers with transportation costs for agricultural products, inputs, supplies, and production and distribution of agricultural commodities.
