Hawaii SB1483 amends Act 164 to allow the Department of Transportation to issue highway revenue bonds for highway capital improvement projects. These bonds can be financed by revenue bond funds or general obligation bond funds, with debt service costs secured by revenues from highways and related facilities, highway fuel taxes, vehicle weight taxes, vehicle registration fees, and other user taxes. If any portion of the Act is found invalid, the remaining provisions remain in effect. The governor can correct clerical errors, and the Act takes effect upon approval.
