Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as an investigator in a position identified by the Department of the Attorney General or the Department of Law Enforcement as a labor shortage or difficultto-fill position, subject to certain conditions. Requires the director of human resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature, details on the employment of retirants as investigators.

Establishes maximum rates of payment for medical care for patients of the Hawaii State Hospital or of another psychiatric facility who are under the custody of the Director of Health. Authorizes the Department of Health to establish long-term care payment rates for patients discharged to a long-term care facility from the Hawaii State Hospital or another psychiatric facility where they were under the custody of the Director of Health. Exempts the Department of Health from chapter 103F, HRS, for the procurement of medical care and long-term care for patients who are or were under the custody of the Director of Health at the Hawaii State Hospital or a psychiatric facility.

Prohibits any state or county law, rule, ordinance, or regulation from requiring the addition of any substance, product, or chemical for preventative health care or medical purposes, that is unrelated to chemicals necessary for protection against contamination of drinking water, to any public water system. Establishes quality control and public safety requirements if the Safe Drinking Water Act is amended to authorize a federal regulation to allow every state to use the drinking water system to dispense chemicals or medication for treating the physical or mental function of a person's body.

Establishes the Onipaa Teacher Bonus Program to address teacher retention and award teachers for outstanding and extended service in the department of education. Ensures that general education teachers assigned to special education inclusion classes receive the same additional benefits as special education teachers.

Requires the Department of Land and Natural Resources to evaluate its facilities for compliance with the Americans with Disabilities Act and compile a list of non-compliant facilities. Requires report to the Legislature.

Imposes a less deferential standard of negligence on officers and directors of condominium associations incorporated under HRS 414D. Ensures that officers and directors of condominium associations are held accountable by imposing a reasonable person standard of negligence.

Prohibits the sale, offer, possession with intent to sell, display, distribution, or trade of fur products in the State, with certain exceptions. Establishes civil penalties for violations. Effective 6/30/2025.

Permits the Department of Labor and Industrial Relations to enter into contracts with eligible employers or registered apprenticeship programs in the private sector to provide on-the-job training to eligible interns. Provides that the State shall be the responsible employer for purposes of workers' compensation coverage for students or recent graduates in the on-the-job-training work experience program, subject to certain limitations. Appropriates funds to the Department of Health, Department of Human Services, and Judiciary to increase the contract price in existing contracts for certain services provided by community-based organizations in support of fulfilling their statutory mandates to individuals, families, and communities in the State.
