Establishes the Hawaii State Sports Wagering Commission within the Department of Business, Economic Development, and Tourism. Establishes licensing requirements for sports wagering operators. Establishes penalties for violations. Specifies that sports wagering shall not be considered games of chance or gambling. Allows the commission to conduct background checks on applicants for a sports wagering operator license and persons in control of applicants for a sports wagering operator license. Requires tax revenue collected from sports wagering to fund certain initiatives, including 50 per cent for public education programs and 25 per cent for affordable housing. Requires the Department of Transportation to establish and implement a five-year Interisland Transportation Fee Reimbursement Pilot Program, to be funded by revenues received from the rental motor vehicle surcharge. Amends the definition of a "board" under the Sunshine Law to include the Legislature. Clarifies notice period requirements. Repeals the Legislature's exemption from the Sunshine Law. Repeals the exemption for permitted interactions between board members.

Beginning January 1, 2030, establishes a wealth asset tax of one per cent of the state net worth of each individual taxpayer who holds $20,000,000 or more in assets in the State. Effective 4/23/2057. (SD1)

Authorizes the Department of Health to allow any county to implement a Gray Water Recycling Program that permits certain small farms of less than ten square acres in size the ability to use gray water for the purposes of irrigation. (SD1)

Prohibits health insurers, mutual benefit societies, and health maintenance organizations from arbitrarily denying coverage requests for gender affirming health care services when the requested service is known to be considered a standard of care and for which scientific evidence exists that supports the service. Increases transparency of insurance carrier medical necessity reviews and requirements when coverage is denied.

Establishes and appropriates funds for a digital navigator pilot program to offer technical assistance with computers and electronic devices to residents.

Beginning 1/1/2026, prohibits the issuance of building permits for new single-family dwellings that are part of a development of twenty or more dwellings and do not include a rooftop photovoltaic energy generating system, unless a variance is granted by the Hawaii State Energy Office. Authorizes the Hawaii State Energy Office to adopt administrative rules.

Requires that if parking is to be included in any new state building construction, the design provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready. Requires the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services and the Department of Transportation, to conduct a survey and identify certain high-priority state facilities. Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Requires a report to the Legislature. Appropriates funds.

Requires the department of education to equip all classroom doors with interior locks, maintain a public address system, feature an emergency access route, and maintain fire alarms. Mandates the establishment of school emergency plans. Requires schools conduct regular testing and emergency preparedness drills. Appropriates funds.

Requires the Department of Transportation to work with relevant stakeholders to conduct a study of noise regulations and best practices as they apply to other ports in similar locations. Requires a report to the Legislature. Effective 7/1/2050. (SD1)
