Requires certain original certificates to be unsealed and new certificates to be marked as amended with regard to sex designation.

Requires the Department of Business, Economic Development, and Tourism, to establish a comprehensive action plan to establish a local housing market in Hawaii. Appropriates moneys.

Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaii Omnibus Criminal Forfeiture Act. Amends the deadline for the Attorney General to report to the Legislature on the use of the Hawaii Omnibus Criminal Forfeiture Act. Limits the transfer of certain forfeiture property to federal agencies. Establishes records requirements.

Establishes ratemaking regulations for insurers who base their rates on a policyholder or applicant's wildfire risk. Amends the definition of "prospective loss costs" to incorporate catastrophe modeling instead of historical aggregate losses. Prohibits insurers from basing certain insurance rates on past loss experience within or outside the State. Requires insurers to provide a list of items that may be covered under a homeowners insurance policy issued or renewed on or after 1/1/2026, as additional living expenses when a claim for additional living expenses is made. If a loss relating to a state of emergency occurs, requires coverage for additional living expenses for a period of not less than 24 months from the loss, subject to other policy provisions. Requires that coverage for additional living expenses not limit a policyholder's right to recovery if the insured home is made uninhabitable by a covered peril and allows an insurer to provide a reasonable alternative remedy that addresses the property condition that precludes reasonable habitation of the insured premises. Requires additional living expenses coverage for at least 2 weeks for certain losses incurred if a state of emergency is accompanied by an order of civil authority restricting access to the home. Beginning on 1/1/2026, requires each newly issued or renewed homeowners insurance policy that covers a property within the State to provide for the replacement cost value of the insured property. Amends the determination of over insurance under section 431:l0E-102, HRS.

Restricts the sale of liquor under temporary liquor licenses to confined and demarcated spaces not located on public streets, roads, sidewalks, or pedestrian walkways. Applies restrictions to temporary liquor licenses granted to nonprofit organizations.

Requires certain state buildings, including public school buildings, for which construction is anticipated to commence on or after 7/1/2026 to be designed to withstand category five hurricanes and be used as shelters in the event of an emergency. (SD1)

Continues a licensing scheme for licensed certified midwives and licensed certified professional midwives, to be overseen by the Department of Commerce and Consumer Affairs. Reestablishes the home birth task force to provide recommendations on issues related to home births. Dissolves the task force on 6/30/2026. Requires reports to the Legislature.

Makes an application for voter registration part of certain state agency application processes. Requires the sharing of certain information among certain state agencies, election personnel, and online voter registration system.

Appropriates funds to the Department of Transportation to implement the recommendations of the Task Force on Mobility Management, established pursuant to Act 214, SLH 2013, in consultation with the Aging and Disability Resource Center of the Executive Office on Aging and other stakeholder groups.

Authorizes the issuance of general obligation bonds and appropriates funds for capital improvement projects for the benefit of the Island of Hawaii.

Allows primary caregivers to be responsible for the care of more than one qualifying patient for medical cannabis at any given time. Repeals 6/30/2030.

Appropriates funds to the Department of Education for teacherrequested classroom supplies; provided that the private sector contributes matching funds. Effective 7/1/3000. (HD1)

Provides that if a law enforcement officer lawfully stops a motor vehicle and the operator is cited for driving without a valid license, the officer shall not permit the operator to resume the use of the motor vehicle. Requires the motor vehicle to be moved by a licensed driver or towed at the owner's expense. Provides that the cited operator is responsible for arranging the operator's transportation from the scene of the stop. Effective 7/1/2050. (SD2)

Establishes the Strengthen Hawaii Homes Program within the Department of Business, Economic Development, and Tourism to administer grants to retrofit residential properties to enhance resilience against disaster impacts and reduce potential insurance liabilities. Provides state and county employees with five days of paid family leave each calendar year.

Requires the Department of Transportation to construct, maintain, and operate customs and security facilities at commercial harbors.

Prohibits restaurants from imposing a mandatory gratuity service charge for the sale of food or beverage services unless the party includes ten or more customers, the service charge does not exceed eighteen per cent, and the customer is notified of the service charge.
