Repeals existing law that preempted local ordinances or regulations that regulate the sale of cigarettes, tobacco products, and electronic smoking devices and nullified and voided any conflicting local laws and regulations. Allows counties to adopt ordinances that regulate the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that govern smoking.

Repeals the authority for campaign funds to carry over to subsequent elections. Requires, at the latest, for campaign funds not expended to escheat to the State after a certain period. Requires the University of Hawaii to develop and implement a series of courses on climate education and environmental sustainability, to be completed by every student prior to the student's graduation, and establish sustainability practices across all university campuses to promote sustainability. Requires the Department of Education and University of Hawaii to conduct annual sustainability audits across their respective campuses to assess the progress of each campus in integrating sustainability into their curriculum and operations.
