It allows graduates who have passed the Federation Licensing Examination (FLEX), the United States Medical Licensing Examination (USMLE), or the qualifying examination of the Educational Commission for Foreign Medical Graduates prior to 1984, and have completed at least three years of approved medical training or experience, to be licensed by the Hawaii medical board.
