Establishes the Fair Access to Insurance Requirements (FAIR) Program, which shall be established in and administered by the Department of Commerce and Consumer Affairs to ensure that residents in high-risk areas can purchase affordable and comprehensive property insurance coverage for their residential properties. Authorizes the Director of Commerce and Consumer Affairs to issue revenue bonds in amounts authorized by the Legislature, in which case the Premium Stabilization Fund shall be established by the Director. Prohibits certain food dye additives from being served in school meals of the Department of Education and charter schools.

Requires a bidder and their subcontractors for certain public works construction contracts to utilize apprentices if the bidder receives a bidding advantage for being a party to an apprenticeship agreement registered with the State at the time of general bidding and is awarded the contract. Requires domestic and foreign corporations to provide their shareholders with reports of independent expenditures and political contributions.

Increases the state supplemental payment ceilings for type I adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, certified adult foster homes, and type II adult residential care homes. Authorizes an additional payment for resident clients residing in these homes when state funds for the state supplemental payment for a specific fiscal year are not fully expended, under certain circumstances.

Requires any funeral establishment, mortuary, cemetery, crematory, or hydrolysis facility to dispose of the remains of a dead human body no later than sixty days from the date a burialtransit permit has been issued or from the date of an affidavit for amendment of the permit has been submitted. Specifies that the Department of Health is not required to include specific disposition dates on the permit.

Authorizes the Agribusiness Development Corporation to contract with existing and future slaughterhouses in the State.

Requires claims of post-traumatic stress disorder suffered by first responders to be compensable under workers' compensation under certain conditions if the post-traumatic stress disorder resulted from the first responder acting within the course and scope of the first responder's employment. Defines "first responder." Exempts injuries caused by post-traumatic stress disorder from certain time limitations applicable to workers' compensation claims.
