Requires the Department of Transportation to create and maintain an electronic dashboard on its website disclosing the costs, status, and expected timeline for completion of each current construction state project in excess of $1,000,000 involving state roads or highways.

Authorizes state agencies to implement automatic voter registration if designated by the Office of Elections. Requires eligible applicants for instruction permits, provisional licenses, driver's licenses, and identification cards to be automatically registered or preregistered to vote unless the applicant opts out.

Appropriates funds to the Hawaii Technology Development Corporation to assist small businesses, including those related to the tourism sector, with technology enablement, including the adoption of artificial intelligence and advanced digital tools. Requires the Hawaii Technology Development Corporation to submit a report to the Legislature.

Establishes the Hawaii Climate Institute at the University of Hawaii. Transfers the functions of the International Pacific Research Center at the School of Ocean and Earth Science and Technology at the University of Hawaii at Manoa to the Hawaii Climate Institute. Establishes positions. Appropriates funds.

Establishes safeguards, protections, oversight, and penalties for interactions between minors and artificial intelligence companion systems or conversational artificial intelligence services.

Establishes the Office of Artificial Intelligence Safety and Regulation within the Department of Commerce and Consumer Affairs to regulate the development, deployment, and use of artificial intelligence technologies in the State. Prohibits the deployment of artificial intelligence products in the State unless affirmative proof establishing the product's safety is submitted to the Office. Appropriates funds.

Amends the existing prohibition on conversion therapy by prohibiting the practice on persons of all ages and the advertisement of such practice. Explicitly provides that talk therapy in the form of pure speech is exempt from the prohibition on conversion therapy. Takes effect upon the certification by the Attorney General that the Supreme Court of the United States has overturned the holding in Chiles v. Salazar, 116 F.4th 1178 (10th Cir. 2024).

Adopts the Uniform Health Care Decisions Act (2023), as modified, to replace existing chapters related to advance health care directives and advance mental health care directives.

Appropriates moneys out of the Emergency and Budget Reserve Fund for fiscal year 2026-2027 to maintain the levels of programs determined to be essential to education, public health, and public welfare, to provide for counter cyclical economic and employment programs of economic downturn, to restore facilities destroyed or damaged or services disrupted by disaster, and to meet other emergencies declared by the governor or determined to be urgent by the legislature.

Repeals the sunset date of Act 45, Session Laws of Hawaii 2024, thereby making permanent the authority of the counties to share in facilitating the development, construction, financing, refinancing, or other provision of mixed-use developments, including low- and moderate-income housing projects, and issue county bonds for this purpose.

Establishes a family caregiver tax credit for nonpaid family caregivers. Requires the Department of Taxation to submit annual reports to the Legislature. Appropriates moneys. The tax credit applies to taxable years beginning after 12/31/2026.

Requires the Public Utilities Commission to establish residential electricity rate structures that prioritize affordability and equity. Requires the Public Utilities Commission to establish a lifeline baseline performance standard, a medical essential needs energy program, and a new tariff. Requires electric utilities to file revised tariffs no later than twelve months after the Public Utilities Commission has issued a final decision and order under this Act. Requires the Public Utilities Commission to convene a stakeholder process for developing and implementing this Act.

Appropriates funds for the Department of Health to provide health care to persons under the custody of the Director of Health who do not require hospital level of care and to petition for assisted community treatment where appropriate.

Increases the matching fund payments to candidates in the partial public financing program for excess qualifying contributions.
