Amends the criteria for an extended term of imprisonment to include an offender whose act of attempting to commit or committing the nonconsensual disclosure of intimate or private images against a minor or vulnerable adult resulted in the victim's death.

Requires the Board of Regents to grant a waiver on all tuition for qualifying native Hawaiian and Hawaiian students enrolled within the University of Hawaii System.

Requires the Public Utilities Commission to hold not less than two community meetings before approving a major energy project that would be hosted in the affected community.

Includes the Chief Energy Officer of the Hawaii State Energy Office as a member of the Hawaii Climate Change Mitigation and Adaptation Commission. Ensures that the State's zero emissions clean economy aspirational target encourages both local and global sequestration. Requires an agency or applicant to commence a new environmental review process for the proposed action if the validity expires.

Requires the Hawaii Emergency Management Agency, fire chiefs, Law Enforcement Standards Board, and Department of Health to provide or require the provision of at least 1 hour of dementiaspecific training for first responders, including law enforcement officers, fire first responders, and emergency medical services personnel. Requires the Executive Office on Aging to review and recommend dementia-specific training curricula that address the recognition and signs of Alzheimer's disease and related types of dementia.

Beginning 7/1/2026, prohibits the construction, modification, or expansion of a landfill unit, or any component of a landfill unit, within the no-pass zone in a county with a population greater than five hundred thousand, with certain exemptions.

Restricts transfer fees relating to sale or transfer of ownership charged by condominium associations and planned community associations. Requires associations to disclose certain estimated withholdings and pass-through charges.

Prohibits insurers from refusing to issue or renew, canceling, restricting, otherwise terminating, or charging higher rates for a commercial general liability insurance policy, homeowners insurance policy, renters insurance policy, or dwelling fire policy based on the breed of any dog that is kept on the insured premises.

Establishes restrictions on the use of artificial intelligence, algorithms, or other software tools for purposes of decision-making in health insurance utilization reviews. Requires a licensed health care provider to review all adverse actions by the health carrier.

Adds the marketing and promotion of film production as a power of the Hawaii Tourism Authority.

Prohibits certain entities from purchasing single-family residences in the State of Hawaii. Requires reports and certifications to the Department of Commerce and Consumer Affairs. Establishes penalties and enforcement authority.

Makes an application for voter registration part of the enrollment application or course registration process for Department of Education high schools. Requires eligible student applicants to be given the choice to be registered to vote. Requires updating of names and addresses of eligible student applicants who are already registered to vote unless the applicant declines. Requires the sharing of certain information among the counties, Department of Education, election personnel, and online voter registration system.

Codifies net neutrality principles by prohibiting fixed and mobile internet service providers that provide broadband internet access service from engaging in certain practices concerning the treatment of internet traffic. Among other things, prohibits internet service providers from blocking internet traffic on the basis of internet content, application, or service, engaging in paid prioritization or zero-rating internet traffic in exchange for consideration, monetary or otherwise.

Authorizes and appropriates moneys for the Board of Psychology to grant prescriptive authority privilege to clinical psychologists who meet specific education, training, and registration requirements. Requires the Board of Psychology to accept applications for prescriptive authority privilege beginning 7/1/2027. Requires reports to the Legislature.

Designates pricing practices based on surveillance data as unfair or deceptive acts or practices and unfair methods of competition in the conduct of any trade or commerce.

Short form bill relating to economic development.

Amends and repeals certain exemptions under the general excise tax and use tax laws.

Provides elective officers with the choice to be members of the Employees' Retirement System after each election. Repeals the condition that a choice to be excluded from the Employees' Retirement System is irrevocable and such choice may only be made once.

Requires any funeral establishment, mortuary, cemetery, crematory, or hydrolysis facility to dispose of the remains of a dead human body no later than sixty days from the date a burialtransit permit has been issued or from the date of an affidavit for amendment of the permit has been submitted, whichever is later. Specifies that the Department of Health is not required to include specific disposition dates on the permit. Requires the Department to adopt rules.

Lowers the age to obtain a state civil identification card without a signature from a parent or guardian from eighteen years old to sixteen years old.

Authorizes the Governor to enter the PA Licensure Compact to create a comprehensive process that complements the existing licensing authority of the state medical board and provides a streamlined process that allows a PA to become licensed in multiple states, thereby enhancing the portability of a PA license and ensuring the safety of patients.

Requires health insurance coverage without cost-sharing for Department of Health-recommended clinical preventive services.
