Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to assist eligible households in paying their energy bills. Requires the Public Utilities Commission Public Benefits Fee Administrator to provide certain information and assistance to recipients of the program. Establishes positions. Appropriates funds.

Directs the Department of Human Services to convene a working group to develop a statewide Kamaaina credit program to assist asset limited, income constrained, employed households to pay for essential living costs. Requires a report to the Legislature.

Authorizes condominium associations to inspect high-risk components in a unit upon the replacement or repair of the component by the owner.

Repeals the sunset date of Act 45, Session Laws of Hawaii 2024, thereby making permanent the authority of the counties to share in facilitating the development, construction, financing, refinancing, or other provision of mixed-use developments, including low- and moderate-income housing projects, and issue county bonds for this purpose.

Prohibits a procurement officer from disclosing a competing offeror's proposal or evaluation score, except the summary of scores, during a debriefing requested by a non-selected offeror. Authorizes the disclosure of a competing offeror's proposal or evaluation score after a protest is resolved and the contract is executed.

Requires public schools with elementary students to allow faculty and staff to provide time and space each day for students to recite the Pledge of Allegiance and Hawaii Ponoi.

Creates an agricultural grant program and revolving fund for the purposes of grant application, execution, reporting and auditing to be administered by the Department of Agriculture and Biosecurity. Effective July 1, 2026.

Implements certain recommendations of the SPEED Task Force. Requires the Department of Business, Economic Development, and Tourism to develop a permitting workforce pipeline in partnership with the University of Hawaii and community colleges and coordinate with state and county permitting agencies on certain tasks related to classification levels, salary and benefits, hiring, and responsibilities of employees. Appropriates funds.

Authorizes certain pregnant persons to receive abortion medication with a label that does not bear their name and other identifying information.

Makes appropriations and approves payments for claims against the State, its officers, and its employees.

Amends the program scope of the grant authorized for Hawaii Foodbank, Inc. by Act 250, SLH 2025, pursuant to chapter 42F, HRS. Authorizes the grant moneys to be used for plans, design, and construction for a new facility.

Requires the Legislative Reference Bureau to conduct a study on how other states regulate price gouging of food products.

Requires insurers, after a policyholder experiences a total loss, to automatically refund any unearned premium; adjust premiums for subsequent policy terms to reflect the absence of a dwelling, structure, or contents; and provide policyholders with clear notice of the coverage needed for vacant property or while rebuilding.

Amends the administrative process at the Administrative Driver's License Revocation Office. Establishes a tiered administration revocation period of a driver's license for those arrested for operating a vehicle under the influence of an intoxicant.

Expands the protections established under Act 2, SLH 2023, to include gender-affirming health care services, including clarifying permitted disclosures of protected health information to address changes in federal regulations. Establishes protections against abusive litigation. Prohibits medical malpractice insurers and health carriers from taking certain adverse actions against health care providers solely on the basis that the health care provider provides lawful reproductive health care services or gender-affirming care services.

Requires hospitals with emergency departments that are licensed in Hawaii to submit syndromic surveillance data to the Department of Health. Authorizes the Department of Health, as needed, to establish by administrative rules a syndromic surveillance system under state jurisdiction that is independent of federal systems.

For purposes of permissible uses in agricultural districts, establishes minimum requirements for income received from agricultural activity for a family occupying a farm dwelling. Provides that the definition of a "farm dwelling" includes agricultural activity that is considered a farming operation under section 165-2, HRS, and is conducted on more than 50 per cent of the entire lot.
