Renames, removes, & redesignates specified boards, commissions, and councils established within DBPR; changes office locations of certain divisions; specifies that certain license application requirements apply only to certain professions; provides licensing authority to department rather than licensing boards; removes postlicensure education requirements for brokers, broker associates, and sales associates; removes continuing education requirements for licensure renewal as broker, broker associate, and sales associate; removes continuing education requirements for licensure renewal due to inactive status; revises provisions pertaining to board to transfer powers, duties, and responsibilities of board to DBPR; granting certain authority to department, rather than Florida Real Estate Appraisal Board; requires department to adopt rules; revises violations for which retail tobacco products dealers are penalized; revises retail nicotine product dealer administrative penalties; requires FDLE to accept and process certain fingerprints; specifies procedures for submitting and processing fingerprinting; requires department to conduct certain background checks.

Revises definition of term "autism"; requires, rather than authorizing, State Board of Education to adopt certain rules; requires that such rules include requirement related to autism spectrum disorder for certain K-12 teachers.

Defines "foreign law, legal code, or system"; provides that certain rulings, decisions, or contractual provisions are void & unenforceable if such rulings, decisions, or contractual provisions allow application of Shari'a or certain foreign laws, legal codes, or systems; prohibits transfer of certain civil actions to another court.

Establishes First-time Homebuyer Assistance Program Trust Fund; requires Department of Revenue to transfer certain funds to trust fund; requires trust fund to provide funding for certain program.

Creates additional documentary stamp tax in specified amount on residential property purchased by person who already owns certain number of residential properties; creates First-time Homebuyer Assistance Program within Department of Commerce; provides purpose & eligibility for such program; provides maximum amount of assistance that may be provided; provides that funding comes from specified tax revenue.

Revising the definition of the term "underground utility and excavation contractor"; authorizing an underground utility and excavation contractor to take certain actions relating to underground piping for fire protection systems; defining the term "underground utility and excavation contractor", etc.

Provides exemption from public records requirements for certain current & former civilian contractors & government employees & their spouses & dependents; provides for retroactive application; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Prohibits jail or other adult facility from holding child transferred to adult court for criminal prosecution before hearing to determine if child should be prosecuted as adult, unless hearing waived; removes requirement for state attorney to request court to transfer & certify child for prosecution as adult or to provide written reasons for not making such request; removes references to state attorney's discretion to direct file juvenile; revises discretionary direct file criteria; provides for due process evidentiary hearing before judge upon filing by state attorney of information transferring child to adult court; provides for continued jurisdiction of adult court with regard to child unless court makes specified finding; provides requirements for order to transfer child to adult court; provides for immediate appellate review of order.

Specifies to rehabilitate offender to transition back to community successfully is one of primary purposes of sentencing; reduces minimum sentence that must be served by defendant from 85 percent of sentence to 72 percent; revises provisions concerning gain-time to provide for outstanding deed gain-time, good behavior time, & rehabilitation credits; provides for amounts to be awarded; revises limits on awards.

Providing curriculum requirements relating to maternal mental health for the required continuing education hours for licensure renewal; requiring a board, or the Department of Health if there is no board, to periodically update specified curriculum and accept the successful completion of such curriculum as credit toward continuing education requirements, etc.

Revises definition of term "retention" for purpose of reimbursement from Florida Hurricane Catastrophe Fund; revises reimbursement amount promised by board in contract with property insurers; revises minimum of loss adjustment expenses; provides hurricane loss portion of formula that determines actuarially indicated premiums to be paid to fund; authorizes, rather than requires, such formula to provide for cash build-up factors; removes obsolete language; revises cash build-up factor for specified contract year; provide that risk retention groups registered to do business in state are deemed insurance companies authorized go do business in state.

Referring to this act as the "Technical Trademark Amendments Act of 2026"; requiring the Department of State to annually adopt the United States Patent and Trademark Office's system of classification of goods and services that is in effect by a specified date; requiring the department, by a certain date, to establish and maintain a secure online registration system for a specific purpose; requiring that every paper application, rather than every application, be accompanied by a specified number of specimens or facsimiles showing the mark as actually used, etc.

Requires central abuse hotline to electronically transfer certain reports to appropriate county sheriff's office or local law enforcement agency; requires certain persons to report certain knowledge or suspicion to central abuse hotline; requires central abuse hotline to accept certain reports & immediately notify DCF to ensure that onsite protective investigation is promptly initiated; creates rebuttable presumption; provides methods to rebut such presumption; requires department to maintain specified record; prohibits department from returning child to custody of child's parent unless certain actions are taken & determinations are made by court.

Provides curriculum requirements relating to maternal mental health for required continuing education hours for licensure renewal; requires board, or DOH if there is no board, to periodically update specified curriculum & accept, as credit toward continuing education requirements, successful completion of such curriculum.

Requires persons convicted of certain driving offenses to comply with ISA device requirements; prohibits eligible offender from operating motor vehicle without installation of ISA device; provides exception; provides requirements for eligible offender, ISA device & its data, DHSMV, & ISA device manufacturer, installer, & provider; requires background check for certain persons; provides for reinstatement of eligible offender's driving privilege; provides immunity from liability for motor vehicle manufacturers, distributors, & retailers.

Revising the time in which an action founded on the design, planning, or construction of an improvement to real property shall be commenced; revising the date on which the statute of limitations period for such action begins; revising the latest date by which an action shall be commenced, etc.

Removes the future repeal of documentary stamp tax exemption for certain notes & obligations connected to sale of alarm systems

Exempting district school boards from requirements for adopting certain rules; deleting a requirement for a district school board to employ an internal auditor in certain circumstances; revising requirements relating to district school board attendance policies for Voluntary Prekindergarten Education Programs; prohibiting a school from being required to use a certain parameter as the sole determining factor to recruit instructional personnel; specifying requirements for advanced degrees that may be used to set salary schedules for instructional personnel and school administrators hired after a specified date; revising eligibility requirements for individuals to participate in the Teacher Apprenticeship Program, etc.
