Establishing the Joint Legislative Committee on Medicaid Oversight for specified purposes; revising encounter data reporting requirements for prepaid Medicaid plans; requiring managed care plans to report to the agency and the Office of Insurance Regulation the existence of and specified details relating to certain affiliations by a specified date and annually thereafter; revising requirements for contracts between a pharmacy benefit manager and a participating pharmacy; revising and specifying additional practices pharmacy benefit managers are prohibited from engaging in, etc.

Revising the definition of the term "airport infrastructure"; authorizing the Department of Transportation to fund up to specified percentages of public vertiport project costs, etc.

Requiring the Department of Commerce to create the Cybersecurity Experiential Learning Program in a specified fiscal year, subject to legislative appropriation; requiring the department use a certain percentage of appropriated funds in a specified fiscal year to enter into an agreement with Cyber Florida at the University of South Florida to collaborate in designing the program for implementation and plan for expansion of the program; requiring Cyber Florida to report specified information to the department; providing the department with authorized uses of unspent funds, etc.

Creating the Genetic Counseling Education Enhancement Grant Program within the State University System; requiring the Board of Governors, subject to legislative appropriation, to award grant funds to state universities for specified purposes; requiring the program to reward excellence among genetic counseling programs based on specified criteria; prohibiting such funds from being used for specified purposes, etc.

Amending a provision relating to the missing persons with special needs statewide project; providing that the project is created through the centers for autism and related disabilities; requiring that participants for the project be selected based on certain criteria, etc.

Designates April 2026 as "Minority Health Month."

Prohibiting the land application of bulk Class AA biosolids fertilizer and compost products from exceeding the appropriate agronomic rate; requiring the owner or operator of certain land application sites to maintain application records for a specified timeframe and make such records available to the Department of Environmental Protection upon request; requiring the University of Florida Institute of Food and Agricultural Sciences, on a specified basis and beginning on a specified date, to publish and make publicly available recommended agronomic rates for the reuse of bulk Class AA biosolids fertilizer and compost products; prohibiting Class AA biosolids fertilizer products and certain Class AA biosolids compost products from being marketed or distributed for agricultural land application unless specified requirements are met, etc.

Revises circumstances under which persons may be deemed to have legal or beneficial & equitable title to certain property for homestead exemption purposes.

Requires municipalities that operate utility services to allow other municipalities & property owners outside its municipal boundaries to connect with & use its utility services under specified conditions; prohibits municipalities that operate utility services from denying such services based on specified criteria; requires municipalities to make certain determinations; provides for appeal of such determinations; provides that municipalities are not liable for such fees & costs under certain conditions; authorizes notices for rural electrical cooperative board of trustees meetings to be delivered by electronic mail; revises notice requirements for meetings during which elections will occur; requires board of trustees, beginning on specified date, to annually prepare list of cooperative members & to make list available for certain inspection; revises quorum requirements; revises requirements for rural electrical cooperative bylaws; requires appointment of election inspectors; authorizes rural electric cooperatives to conduct elections & membership votes through electronic voting; requires electronic voting to be authorized by resolution of board of trustees; provides for cooperative members to consent to & opt out of electronic voting; provides for cooperative members to petition board of trustees to adopt electronic voting.

Providing that, effective on a specified date, an independent sanctioning authority is deemed to be a qualified entity for the purpose of participating in the Care Provider Background Screening Clearinghouse; requiring qualified entities to designate a user administrator for a specified purpose; prohibiting certain persons from denying or failing to acknowledge certain criminal history records that have been expunged or sealed, etc.

Authorizing the Department of Transportation to expend certain funds for all workforce development programs, rather than only construction workforce development programs; authorizing the department to use workforce development funds for certain certification and training opportunities; authorizing employers to apply to the Department of Financial Services for reimbursement of the cost of certain workers' compensation and automobile liability premiums, subject to appropriation; providing requirements and restrictions for reimbursement, etc.
