Revising the membership of the Board of Veterinary Medicine; specifying the services a veterinary technician or veterinary technologist must be licensed to perform, under the supervision of a licensed veterinarian; specifying that licensed veterinarians are responsible for all services performed by licensed veterinary technicians or veterinary technologists; specifying the services that only licensed veterinarians may perform or provide, etc.

Specifying that a requirement for certain universities, colleges, career centers, and charter technical career centers to waive out-of-state fees for certain students applies to students who are undocumented for federal immigration purposes, etc.

Authorizes sheriffs' offices to be located at any location in counties, rather than requires offices to be at county seats.

Citing this act as the "Florida Economic Prosperity and Immigration Act"; requiring proof of a specified identification number for certain applicants for a driver license; prohibiting the Department of Highway Safety and Motor Vehicles from disclosing or making accessible certain photographs and related information to any agency that primarily enforces immigration law or to any employee or agent of such agency; deleting the requirement for certain private employers to use the E-Verify system; providing that discrimination based on a person's immigration status is unlawful; requiring covered immigration officers to wear specified visible identification during public immigration enforcement functions, etc.

Provides appropriation to compensate Maury Hernandez for injuries & damages sustained as consequence of DOC failures to enforce probation laws, regulations, & policies; provides legislative intent that certain liens be waived; provides limitation on payment of compensation & attorney fees.

Authorizes DHSMV to provide state agencies & certain third parties with access to certain driver license information for specified purposes with licensee's consent; authorizes identity verification service providers to use DHSMV data under certain conditions; requires certain revenue be deposited into Highway Safety Operating Trust Fund; prohibits such providers from retaining certain information; prohibits third party from storing or selling certain information without licensee's consent.

Creating the Social Work Licensure Interstate Compact; specifying requirements for state participation in the compact; requiring member states to designate the categories of social work licensure which are eligible for issuance of a multistate license in such states; providing for the renewal of multistate licenses; specifying the consequences and parameters of practice for a licensee whose multistate license or multistate authorization to practice is encumbered, etc.

Authorizes, contingent upon appropriation, state Medicaid plan to fund demonstration pilot program for specified purposes in specified counties; provides pilot program requirements; requires state Medicaid plan to provide specified report to Legislature in certain timeframe; provides for expiration of pilot program.

Authorizing parties to civil cases, family law cases, or probate cases to, by written agreement or stipulation, agree to the appointment of a voluntary trial resolution judge, subject to certain exceptions; authorizing the parties to file such written agreement or stipulation with the clerk of the court any time after the action is filed and to file a joint motion requesting such appointment; requiring an appointed voluntary trial resolution judge to take and subscribe to a specified oath; requiring a voluntary trial resolution judge to adjudicate a case until a specified finality occurs in the case, etc.

Requires electronic signatures for certain notarial acts to include specified information as watermark to prevent copying; r prohibits recording of certain instruments without specified identification; authorizes clerk of circuit court to return instruments for correction in specified circumstances; requires such instruments be returned within specified timeframe.

Establishes pilot program in Broward, Miami-Dade, & Palm Beach Counties for specified purpose; requires DOH, in collaboration with its maternal & child health section, to implement & oversee pilot program; requires pilot program to target specified populations for enrollment; specifies services that must be provided under pilot program; requires department to collaborate with specified entities to integrate doula services into existing maternal health programs & facilitate outreach & service delivery; authorizes department to integrate doula services into existing maternal & child health programs as expansion of pilot program, subject to certain requirements; creates Doula Certification Task Force within department for specified purpose; requires department to oversee & provide administrative support to task force; requires task force to submit final report of its findings & recommendations to Governor & Legislature by specified date.

Creating the Experimental Treatment Access Trust Fund within the Department of Health for specified purposes; authorizing licensed experimental treatment centers to contribute a specified amount to the trust fund or provide specified care at no cost; providing for future review and termination or re-creation of the trust fund, etc.

Requires parties in property insurance claim dispute to participate in mediation; provides that mediation is condition precedent to commencing litigation; provides that parties may mutually agree to conduct mediation by teleconference or other electronic means; requires all insureds, or their representatives, to attend mediation; revises & specifies duties relating to bearing certain costs of mediation; provides appropriation.
