Comprehesive reform of the state’s water infrastructure systems.

The purpose of this bill is to comprehensively reform the state's water and wastewater infrastructure, streamline and clarify the process for issuing certain state grants and loans for water and wastewater infrastructure projects, eliminating the Water Development Authority Board and reassigning any necessary functions, requiring additional reports and on-going training for city and county operators of public water and wastewater systems, allowing public water and wastewater systems to enter into Regional Cooperative Agreements, creating an Early Intervention Pilot Program for struggling public water and wastewater utilities, updating the methodology for the watch list for troubled public water and wastewater utilities, establishing an improvement period for public water and wastewater utilities on the watch list, and allowing for required memorandums of understanding when an identified acquiring utility is exempt from forced consolidation.

Relating to the select committee for the West Virginia Fusion Center

The purpose of this bill is to define the authorities of the select committee's oversight of the West Virginia Fusion Center, to direct the Legislative Auditor to conduct an annual audit of the Fusion Center, and to define the parameters of that audit.

Recognizing Judea and Samaria

The purpose of this bill is to create the "Recognizing Judea and Samaria Act" and to prohibit state agencies from using the term "West Bank" in official government materials.

Relating to fire safety requirements for agritourism businesses.

The purpose of this bill is to provide reasonable minimum safety standards for fully enclosed buildings participating in the state's agritourism program.

Authorize the Department of Environmental Protection to deposit funds granted pursuant to federal programs

The purpose of this bill is to update the Abandoned Mines Lands and Reclamation Act to authorize the deposit of funds granted pursuant to the Infrastructure Investment and Jobs Act (IIJA) and the Safeguarding Treatment for the Restoration of Ecosystems from Abandoned Mines Act into the State of West Virginia's Abandoned Land Reclamation Fund.

The purpose of this bill is to establish a tax rebate for new home construction.

Eliminating business and occupation tax exemption for certain coal-fired merchant power plants

The purpose of this bill is to immediately eliminate the business and occupation tax exemption for certain coal-fired merchant power plants on the generating capacity of the generating units located in this state that are owned or leased by the taxpayer and used to generate electricity. The bill would be made effective from passage.

Creating Paid Parental Leave Pilot Program

The purpose of this bill is to create a paid parental leave pilot program.

Gateway to the Gorge Outdoor Recreation Industry Act

The purpose of this bill is to create of a tax incentive to encourage the continued growth of the outdoor recreation economy in West Virginia to be known as the "Gateway to the Gorge Outdoor Recreation Industry Act".

Requiring amount of reduction of state aid be appropriated in support of certain low-enrollment county school districts

The purpose of this bill is to require the amount of any reduction in state aid from the previous fiscal year to be appropriated to the West Virginia Department of Education for the support of the 10 lowest enrollment county school districts that have a maximum excess levy in effect and extremely remote schools in a county school district with a maximum excess levy in effect.

Permitting parents and guardians to pay for independent medical evaluation of child in protective custody

The purpose of this bill is to permit a parent, guardian, or custodian to pay for an independent medical evaluation of a child in protective custody.

Creating First-Time Home Buyer Savings Account Act

The purpose of this bill is to create the "First Time Home Buyer Savings Account Act".

Authorizing green flashing warning lights on DOH vehicles

The purpose of this bill is to allow green flashing warning lights to be used by the Division of Highways, and other vehicles at the discretion of the Commissioner of Highways.

The purpose of this bill is to establish the Charter School Direct Loan Program and the Charter School Credit Enhancement Program within the West Virginia Economic Development Authority to support the growth of public charter schools.

Authorizing municipalities to elect to participate in Municipal Police Officers and Firefighters Retirement System

The purpose of this bill is to allow municipalities not participating in any retirement plan administered by the Consolidated Public Retirement Board or the Municipal Pensions Oversight Board to elect to become participating employers in the Municipal Police Officers and Firefighters Retirement System.

Relating to valuation of farm property

The purpose of this bill is to assess certain agricultural buildings on qualified farmland at salvage value beginning January 1, 2027, and, beginning January 1, 2029, remove such buildings from ad valorem real property tax assessment altogether.

Taxpayers' Bill of Rights Amendment

The purpose of this resolution is to establish the Taxpayers' Bill of Rights, establishing a tax and expenditure limitation that provides that state government may not increase expenditures more than the growth of the population plus inflation.

Creating truancy pre-trial diversion program

This bill creates a Truancy Pretrial Diversion Program that allows parents, guardians, and custodians of truant children an opportunity to remedy the truancy prior to conviction, allows for additional delays in sentencing to address the underlying truancy, and requires the Department of Human Services to provide home-based family preservation services when ordered by a magistrate or circuit court judge.

Clarifying sheriff's compensation for collection of taxes

The purpose of this bill is to clarify the sheriff's commission compensation for the job duty of tax collector for the county and fix the amount at $15,000.
