ANIMALS AND ANIMAL HUSBANDRY -- PSITTACINE BIRDS - Bans the sale of parrots at pet stores from a breeder or broker. The pet store may sell parrots obtained from animal care facilities or animal rescue organizations. The sale also prohibits at any outdoor markets or retail parking lots.

INSURANCE -- FIRE INSURANCE POLICIES AND RESERVES - Amends Rhode Island's standard fire insurance policy by codifying uniform, transparent appraisal procedures and payment obligations that reflect contemporary claim-handling practices while preserving long-standing consumer protections.

ANIMALS AND ANIMAL HUSBANDRY -- CRUELTY TO ANIMALS - Creates a cause of action for the intentional or negligent injury or death of a pet.

PROPERTY -- HOMELESS BILL OF RIGHTS - Creates a commission to establish homeless shelter standards through regulations.

TAXATION -- PROPERTY SUBJECT TO TAXATION - Removes the state-owned property from property exempt from local property taxes.

MOTOR AND OTHER VEHICLES -- PARKING FACILITIES AND PRIVILEGES - Allows persons with disabilities to receive up to two (2) motor vehicle disability parking privilege placards.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES - Limits prior authorization requirements for rehabilitative and habilitative services. Also prohibits prior authorization for the first twelve (12) visits of a new episode of care and for ninety (90) days following a chronic pain diagnosis.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES -- PHYSICAL THERAPY COPAY - Limits copays, coinsurance or office deductibles for services of a physical therapist to the amount authorized for the services of a primary care physician or osteopath on or after January 1, 2027.

HEALTH AND SAFETY -- PESTICIDE CONTROL - Restricts application of pesticides and rodenticides at schools and childcare centers and requires schools to provide copies of notice to parents and guardians.

MOTOR AND OTHER VEHICLES -- SPECIAL LICENSES FOR MOTORCYCLES, MOTOR SCOOTERS, LOW-SPEED VEHICLES AND OTHER MOTOR DRIVEN CYCLES - Requires all motorcycle operators to wear a helmet regardless of age.

MOTOR AND OTHER VEHICLES -- OPERATORS' AND CHAUFFEURS' LICENSES - Authorizes driver education schools to offer the driver training curriculum in a classroom setting or an instructor-led virtual format.

STATE AFFAIRS AND GOVERNMENT -- MOTOR VEHICLES OWNED BY A GOVERNMENTAL BODY - Requires as part of the director of administration’s report to the general assembly to include information on the number of hybrid, combustion engine, plug-in hybrid, and ZEV vehicles in the light duty fleet. This act would take effect upon passage.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Car rental company not subject to registration penalties resulting from out-of-state toll violations from operators using their rental vehicles but are responsible for any outstanding toll amounts due.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Allows any city, town, state and/or agency of a municipality or the state to report unpaid fines of two hundred dollars ($200) or more to the division of motor vehicles as grounds for refusal of registration.
