Requiring, as a condition of licensure, certain applicants for cannabis licenses and cannabis licensees to establish the existence of a certain labor peace agreement under certain circumstances; defining "labor peace agreement" as one that, at a minimum, protects the State's interests by prohibiting the labor organization from engaging in picketing, work stoppages, boycotts, or any other economic interferences with certain entities within the first 5 years of the effective date of a license; etc.

Requiring a custodian to allow an inspector general whose office is created by State law or local law to inspect a public record under certain circumstances; and providing that redisclosure of certain information is subject to certain restrictions.

Establishing a Class L beer, wine, and liquor permit in Frederick County; authorizing the Board of License Commissioners for Frederick County to issue the permit to a holder of a manufacturer's license that also holds a Class DBR brewery license or a Class DDS distillery permit; and specifying that the permit authorizes the permit holder to sell or provide samples of certain beer, wine, and liquor for on-premises consumption under certain circumstances.

Repealing the authority of a municipality to prohibit vagrancy.

Authorizing a food retailer to offer to purchase a Class A license from a Class A license holder under certain circumstances; and authorizing a food retailer to apply to a local licensing board for a Class A license under certain circumstances.

Requiring the Department of the Environment, in coordination with the Department of Commerce, to adopt procedures on or before October 1, 2027, to streamline the permitting process for certain entities and certain environmental permits; requiring the Department to issue a determination on a certain application within 60 days after receipt of the application; etc.

Expanding the eligibility for the Edward T. and Mary A. Conroy Memorial Scholarship Program to an applicant who is or was eligible for the Chapter 35 Survivors' Dependents' Educational Assistance benefit as determined by the U.S. Department of Veterans Affairs; and authorizing certain methods for verifying eligibility of these individuals for the Edward T. and Mary A. Conroy Memorial Scholarship Program.

Authorizing a person operating a bicycle, play vehicle, or unicycle at an intersection who is facing a red signal to enter the intersection to cross the highway in the direction of a pedestrian control "walk" signal displayed for the portion of the highway on which the bicycle, play vehicle, or unicycle is traveling; and requiring, before entering an intersection, a person operating a bicycle, play vehicle, or unicycle to yield the right-of-way to any vehicle or pedestrian lawfully using the intersection.

Establishing that certain records of elected officials are not personnel records for the purposes of inspection under the Public Information Act; and establishing that certain records of the State Ethics Commission and Joint Committee on Legislative Ethics are available for public inspection under certain circumstances.

Authorizing the Motor Vehicle Administration to make a digital photographic image or signature available to the Special Investigations Unit of the Baltimore City Department of Housing and Community Development or its successor.

Requiring the Director of Education and Workforce Skills Training for Correctional Institutions to consult with the State Correctional Ombudsman about the operation of education and workforce skills training programs in adult correctional institutions; establishing the Certified Peer Recovery Specialist Training Program for Incarcerated Individuals in the Maryland Department of Labor; and authorizing the Governor in fiscal year 2028 and each fiscal year thereafter to provide sufficient funding for the program in the annual budget bill.

Requiring insurers, nonprofit health service plans, and health maintenance organizations to send certain communications in a certain manner; establishing that certain communications by insurers, nonprofit health service plans, and health maintenance organizations shall be considered denials of all or part of certain claims for reimbursement; and requiring insurers, nonprofit health service plans, and health maintenance organizations to deny all or part of certain claims for reimbursement under certain circumstances.

Requiring that a motor vehicle be at least 25 years old in order to be eligible for registration as a historic motor vehicle.

Prohibiting a landlord from using certain algorithmic devices to determine the amount of rent to charge for, occupancy levels of, and lease terms and conditions for a residential dwelling unit; making a violation of the Act an unfair, abusive, or deceptive trade practice under the Maryland Consumer Protection Act; and applying the Act prospectively.

Authorizing certain members of the State Retirement and Pension System to transfer certain prior service into the State Police Retirement System.

Requiring a certain on-site interview following a report of suspected child abuse to be with the child's parent or guardian rather than the child's caretaker; and requiring a local department of social services or a law enforcement agency to provide a certain notice to a parent or legal guardian of a child at a certain time during an investigation of suspected child abuse or neglect.

Requiring the State Department of Agriculture to establish a hemp manufacturing license and licensing procedure that authorizes a licensee to engage in certain activities subject to certain penalties; authorizing a person who holds a hemp manufacturing license to manufacture, possess, store, and transport in-process hemp extract subject to certain criteria; etc.

Altering the definition of "fantasy competition" for purposes of provisions of law governing fantasy competitions to include certain competitions; requiring, rather than authorizing, the State Lottery and Gaming Control Commission to impose a certain annual fee for the registration of a fantasy competition operator; requiring the Commission to establish a certain voluntary exclusion program; etc.

Exempting a covered building that received a use and occupancy permit before June 1, 2022, from compliance with certain building energy performance standards and energy use intensity targets until it becomes necessary to replace lighting systems, heating, ventilating, and air conditioning (HVAC) systems, or other major components of the covered building due to failure of those components, or as a result of the end of life of those components.

Altering the definition of "precious metal bullion or coins" for purposes of eligibility for an exemption from the sales and use tax for the sale of precious metal bullion or coins; and expanding the exemption by repealing requirements that the sale price exceed $1,000 and the sale occur at the Baltimore Convention Center.

Including income from certain retirement plans within a certain subtraction modification allowed under the Maryland income tax for certain individuals who are at least 65 years old or who are disabled or whose spouse is disabled; altering the maximum amount of the subtraction modification for certain taxable years; repealing a limitation on the maximum amount of the subtraction modification; applying the Act to all taxable years beginning after December 31, 2025; etc.

Providing that certain provisions of law pertaining to implied warranties do not apply to an improvement that was incomplete or missing at the time of the delivery of the deed.

Authorizing a landlord to enter a leased premises without providing certain written notice on written request of a tenant to complete a repair or perform maintenance within 7 days after the tenant's request or if a repair is in progress and is being completed in a timely manner.

Repealing certain prohibitions on the location of a community solar energy generating system based on the combined installed capacity of all community solar energy generating systems on adjacent parcels of land.
