Requiring the Anne Arundel County Board of Education and the State Board of Elections, in consultation with the State Department of Education, to establish a pilot program in the county schools to prepare students for a career as an election official.

Authorizing a licensed psychologist to use prescriptive authority under certain circumstances if the psychologist is certified by the State Board of Examiners of Psychologists; establishing the Prescriptive Authority Advisory Committee to advise the Board on oversight and implementation of certain provisions of the Act; establishing application and qualification requirements for certified prescribing psychologists; and establishing requirements for prescribing psychologists who use prescriptive authority.

Altering certain requirements for vehicle manufacturers or distributors to be licensed as vehicle dealers.

Requiring the Maryland Department of Health to establish an employment training and opportunity database for the purpose of assisting individuals in the State in finding employment training and other opportunities that may enable the individuals to become eligible and maintain eligibility for the Maryland Medical Assistance Program and the Supplemental Nutrition Assistance Program; requiring the Maryland Department of Health to assist individuals in enrolling in programs listed in the database; etc.

Altering certain motor vehicle registration fees for certain classes of motor vehicles.

Requiring a certain physical examination used to determine the physical fitness of a student seeking to participate in interscholastic sports to include a certain cardiovascular prescreening; requiring certain health care providers who perform certain physical examinations for students participating in interscholastic sports to include a cardiovascular prescreening as part of the examination; etc.

Requiring the Governor's Appointments Office to report to the General Assembly beginning December 1, 2026, and each December 1 thereafter, certain demographic information regarding applicants and nominees for judicial office.

Altering the definition of "control" of a cannabis business and excluding from the definition certain management services agreements, franchise relationships, and options to purchase; prohibiting the Maryland Cannabis Administration from limiting the acquisition of a certain ownership interest in cannabis businesses; reducing the number of years that a cannabis licensee is prohibited from transferring ownership or control of the license; repealing certain criteria for a certain prohibition on cannabis advertising that targets minors; etc.

Designating November 14 as Ruby Bridges Walk to School Day to commemorate Ruby Bridges, who became the first African American student to integrate an all-white school in New Orleans, Louisiana; designating the second Wednesday in October each year as Maryland School Pedestrian Awareness Day to promote safe pedestrian routes to and from school; and requiring the State Department of Education to provide resources for a program of education for Ruby Bridges Walk to School Day and to plan Maryland School Pedestrian Awareness Day.

Requiring the State Administrator of Elections to provide certain additional notice to voters using certain methods if there is an occurrence of federal judicial action regarding the timely receipt of absentee ballots with federal contests that preempts certain State law and regulations.

Requiring an appeals process established by the State Board of Education not to exceed 90 days for appeals of actions taken by a county board of education for removal of the county superintendent or a member of the county board of education; and authorizing an extension of the appeals process if due process demands the extension or the State Board determines that an extension is necessary for the immediate preservation of the public health or safety.

Establishing certain requirements for a pesticide business licensee that has a subscription contract for pest control with a residential customer; requiring the Department of Agriculture to establish a Residential Pollinator Protection and Neighbor Notification Registry for the purpose of registering certain individuals who are interested in receiving notice of certain pesticide applications; requiring the Department to prepare a certain list from the Registry and distribute the list to certain licensees; etc.

Authorizing a public high school to allow certain homeschool students to participate in athletic activities sponsored by the school under certain circumstances; authorizing certain homeschool students to participate in an athletic activity sponsored by certain public high schools, subject to certain requirements; and requiring that certain liability insurance cover certain homeschool students under certain circumstances.

Requiring, on or before January 1 each year, each county board of education to provide certain information to the parent or legal guardian of a student who attends a failing school; requiring that a failing school continue to be designated as a failing school until certain conditions are met; requiring that a student who is attending a failing school be provided the opportunity to attend an alternative school; establishing the Broadening Options and Opportunities for Students Today Program; etc.

Prohibiting insurers, nonprofit health service plans, and health maintenance organizations from imposing a copayment, coinsurance, or deductible for covered physical therapy services that is greater than the copayment, coinsurance, or deductible imposed for an annual physical or wellness visit under the same plan or contract.

Altering the eligibility standards and requirements for the issuance of provisional driver's licenses and original driver's licenses.

Authorizing the Talbot County Board of Education to operate all the schools within the county using a scheduling model that eliminates early dismissal days to allow for less than 180 school days if the minimal hours of attendance are met; and requiring a school operating under a certain scheduling model to provide certain employees an opportunity to make up lost wages.

Prohibiting a managed care organization and certain insurers, nonprofit health service plans, and health maintenance organizations from requiring a prior authorization or step therapy or fail-first protocol under certain circumstances for prescription drugs that have been reviewed by the Prescription Drug Affordability Board; etc.

Repealing certain time restrictions that apply to the hunting of game birds and mammals on certain Sundays on private property and public land designated for Sunday hunting in Wicomico County.

Requiring the State Department of Education to include athletic officials in certain policies and in a certain program to provide awareness on a certain concussion protocol for certain public school and youth sports programs; establishing that certain individuals may remove a student from play and prevent a student from returning to play under certain circumstances; and authorizing a person to bring a certain action for declaratory relief to enforce certain provisions of law.

Altering the scopes of practice for licensed social workers.

Requiring each county board of education to develop a parent and family engagement policy on or before the start of the 2027-2028 school year; requiring each public school in the State to develop a Parent-School Compact beginning in the 2028-2029 school year; and requiring the State Department of Education to provide certain guidance and technical assistance to county boards and public schools in developing a certain parent and family engagement policy and Parent-School Compact.

Requiring each county to adopt a charter by December 31, 2032, using a certain procedure; altering the method by which a county shall adopt a charter under certain circumstances; requiring the charter to provide for the election of members of the county council by the voters of councilmanic districts; limiting the applicability of certain constitutional provisions governing code home rule counties; and requiring the amendment proposed by the Act be submitted to the qualified voters of the State for approval or rejection.

Allowing a credit against the State income tax for 25% of an investment made in qualified Maryland companies up $1,000,000; providing that investments in companies engaging in certain emergent technology may qualify for the tax credit subject to certain requirements; providing that a qualified investor shall make an investment in a qualified Maryland company within a certain amount of time after the Department issues an initial tax credit certificate; etc.
