Providing that a certain unit owner is responsible for the full cost of repair, replacement, and, under certain circumstances, restoration of certain portions of a condominium if the cause of the damage to or destruction of the portion originates from the owner's unit.

Authorizing the Maryland Stadium Authority to review certain matters and make certain recommendations relating to the Carroll Park Soccer Stadium and Facility; authorizing the Authority to acquire by certain means a Carroll Park Soccer Stadium and Facility site or an interest in the site; requiring the Authority to transfer certain lease payments to the Carroll Park Soccer Stadium and Facility Fund under certain circumstances; etc.

Requiring the Governor to withdraw the State from the Regional Greenhouse Gas Initiative by January 1, 2027; authorizing the State to rejoin the Initiative if all other states served by PJM Interconnection become full Members, or the State becomes and remains a net exporter of electricity; eliminating the surcharge that allows recovery of costs to utilities from the EmPOWER energy efficiency programs; altering the rate at which eligible customer-generators are paid for net excess generation; etc.

Requiring the State Lottery and Gaming Control Commission to adopt certain regulations governing the extension of credit to a player by a video lottery operation licensee; requiring the Commission to establish a certain list of players for whom the video lottery operation licensee has approved an extension of credit or authorized certain privileges; altering the maximum amount of certain penalties that the Commission is authorized to impose for certain violations of law governing video lottery facilities and sports wagering; etc.

Altering the eligibility standards and requirements for the issuance of provisional driver's licenses and original driver's licenses.

Requiring the Sports Wagering Application Review Commission, subject to specified limitations, to accept and consider applications for sports wagering facility licenses and mobile sports wagering licenses submitted before January 1, 2028.

Prohibiting a clerk of the circuit court from recording an instrument that effects a change of ownership of real property from the United States to certain persons unless the instrument is accompanied by a Certificate of Compliance; requiring the Office of the Attorney General and the State Department of Assessments and Taxation to review certain changes of ownership of real property and issue a Certificate of Compliance following a determination of legal compliance; etc.

Providing that the General Assembly may authorize, by law, the State Lottery and Gaming Control Commission to issue certain Internet gaming licenses; requiring certain implementation legislation to include certain criteria and specifications, subject to a certain limitation; declaring the intent of the General Assembly that certain revenues be used for dedicated purposes including the funding of public education; and submitting the Act to a referendum of the qualified voters of the State.

Requiring the Motor Vehicle Administration to implement a certain system for collecting certain information and determining certain addresses; authorizing the Administration to conduct certain investigations and assess certain penalties; requiring the Administration to provide certain notice; requiring certain penalties to be deposited into the Transportation Trust Fund; authorizing the Administration to enter into contracts with private parties to procure certain services of independent agents; etc.

Establishing the Task Force to Study Pedestrian and Bicyclist Injuries and Fatalities to study and make recommendations on pedestrian and bicyclist injuries and fatalities, actions pedestrians and bicyclists can take to reduce their own negligence, and priorities and needs for making roadways safe for pedestrians and bicyclists; and requiring the Task Force to report its findings and recommendations to the Governor and the General Assembly on or before October 1, 2027.

Requiring that $5,000,000 of property and casualty insurance premium tax proceeds be distributed, beginning July 1, 2026, annually to the State Disaster Recovery Fund.

Imposing a surtax on the Maryland taxable income of individuals with a net worth in excess of $1,000,000,000; providing for the calculation, administration, and enforcement of the surtax; imposing a one-time wealth tax on the amount by which the net worth of a Maryland resident exceeds a certain amount; providing for the calculation, administration, collection, and enforcement of the one-time wealth tax; etc.

Allowing certain retirees of the State Police Retirement System to apply for a certain special disability retirement allowance on or before December 31, 2026.

Providing that a justice or judge removed or retired from office upon a recommendation of the Commission on Judicial Disabilities is not eligible for future judicial office.

Establishing the Prison Education Delivery Reform Commission as an independent unit of State government; and requiring the Commission, by January 1 each year, to submit a report of the Commission's activities, findings, and recommendations to the Governor and the General Assembly.

Altering the definition of "item" relating to the prohibition against displaying or distributing obscene material to minors to include a drawing or illustration; and prohibiting certain public schools from displaying certain obscene material under certain circumstances.

Prohibiting the Governor from ordering the militia or a member of the militia into active duty combat unless the U.S. Congress has passed an official declaration of war or taken a certain official action; and establishing that this prohibition does not limit or prohibit the Governor from deploying the militia or a member of the militia under certain circumstances.

Imposing an excise tax on certain gross receipts of certain firearms dealers derived from the sales of firearms, firearm accessories, and ammunition in the State and sales of firearms to residents of the State; requiring the Comptroller to distribute a portion of the tax revenues to the Maryland Violence Intervention Program, the Center for Firearm Violence Prevention, the Coordinated Community Supports Partnership, the Survivors of Homicide Victims Program, the Trauma Physician Services Fund, and the Cowley Shock Trauma Center; etc.

Allowing a credit against the State income tax for 25% of an investment made in qualified Maryland companies up to $1,000,000; providing that investments in companies engaging in certain emergent technology may qualify for the tax credit subject to certain requirements; providing that a qualified investor shall make an investment in a qualified Maryland company within a certain amount of time after the Department issues an initial tax credit certificate; etc.

Requiring that certain energy efficiency, conservation, and demand response programs include bill savings to residential customers; altering from December 31, 2032, to December 31, 2040, the date by which certain unpaid and unamortized costs must be eliminated; and requiring the Public Service Commission to establish, on or before July 1, 2027, certain caps or limit certain assessments.

Imposing an excise tax on the acquisition and excess ownership of certain single-family residences in the State by certain entities; providing for the calculation, collection, and distribution of the excise tax; establishing the Down Payment and Settlement Expense Loan Program Fund, which may be used only to provide financing for down payment and settlement expenses to enable eligible homebuyers to purchase homes; etc.

Authorizing a law enforcement agency to impound a motor vehicle for which three or more citations from an automated traffic enforcement system have been issued if the citations are unpaid and overdue by at least 30 days.

Establishing certain standards and requirements for the operation of fully autonomous vehicles on highways in the State; and establishing that certain data collected by fully autonomous vehicles is subject to the Online Data Privacy Act.

Reducing vehicle registration fees for certain Class A, D, and E motor vehicles owned by a resident of and registered to an address in the Sixth Legislative District until a replacement bridge for the collapsed Francis Scott Key Bridge opens to general vehicular traffic.
