The bill establishes the Prison Education Delivery Reform Commission in Maryland to develop recommendations for optimal education delivery in the criminal and juvenile justice systems. The Commission will work with an advisory stakeholder group, conduct roundtable discussions, and research best practices for primary, secondary, postsecondary, and career or vocational education. It will also identify measures to mitigate risk factors and increase public safety and reduce recidivism. The Commission will submit annual reports to the Governor and the General Assembly.
