Authorizing the Washington County Health Department to exempt the owner of a certain residential property from compliance with all or part of a certain on-site sewage disposal system regulation if compliance with the regulation would be unduly burdensome; and establishing requirements for the consideration and issuance of exemptions under the Act.

Establishing the Reparations Board to make certain examinations regarding reparations payments and make recommendations to the Governor and the General Assembly to provide grants to persons impacted by historic inequality; imposing an excise tax on nonpublic institutions that have an endowment of at least $2,000,000,000; requiring the revenue from the endowment excise tax to be deposited into the Maryland Reparations Fund to provide grants to persons impacted by historic inequality; etc.

Requiring, if a merchant rounds up the price of a cash transaction for a good or service in a certain manner, the merchant to remit to the Comptroller the difference between the total price the customer is required to pay after the rounding occurs and the price before the rounding occurs; and requiring the Comptroller to distribute certain revenue to the General Fund of the State.

Altering the penalty for storing or leaving a loaded firearm in a location where the person knew or should have known that an unsupervised minor has access to the firearm to include the possibility of imprisonment not exceeding 5 years.

Requiring the standards of participation for student participation in interscholastic athletics established by a county board of education to include a process for a student to appeal a determination that the student is academically ineligible to participate in interscholastic athletics; and establishing certain requirements for a certain appeal process, including a certain provisional eligibility period.

Providing that a debtor may provide certain notice to a creditor and request that the creditor cease debt collection activity relating to a coerced debt; authorizing a debtor, after providing a creditor with certain notice, to bring an action against the creditor seeking certain relief; authorizing a debtor to bring a certain action against a certain individual; and establishing a certain affirmative defense.

Prohibiting tissue banks and hospitals from denying a patient a physician-ordered autologous or directed blood donation under certain circumstances; authorizing a patient or an individual authorized to make medical decisions on a patient's behalf to request an autologous or directed blood donation; and authorizing tissue banks and hospitals to decline a request for a physician-ordered autologous or directed blood donation only under certain circumstances.

Requiring Charles County to establish a rent increase limit for units occupied by seniors.

Establishing that every person, as a central component of an individual's right to liberty and equality, has the fundamental right while engaged in employment in the State to be paid at a wage rate that is at least equal to the State minimum wage rate set by law without regard to tips that the individual receives; repealing exemptions from Maryland Wage and Hour Law; specifying the State minimum wage rate and tip credit amount that is in effect for certain time periods; etc.

Authorizing the General Assembly to lower the age at which an individual may vote in an election for members of the Howard County Board of Education; and altering the minimum age at which an individual in Howard County may vote in an election for members of the Howard County Board of Education from 18 years old to 16 years old.

Altering the definition of "full-time equivalent enrollment" in the calculation for State education aid to include the average number of students enrolled in kindergarten through grade 12 on September 30 and May 31 of the prior school year; requiring the State Department of Education to publish online and submit a certain report to certain standing committees of the General Assembly; and applying the Act to the calculation of education funding for fiscal years beginning after June 30, 2027.

Providing that punitive damages may be awarded in a civil action only if the plaintiff proves by clear and convincing evidence that the defendant acted with gross negligence; requiring the State Court Administrator to assess a certain surcharge on a defendant against whom a judgment for punitive damages is entered; requiring the Administrator to deposit money collected from the surcharge into the Blueprint for Maryland's Future Fund; applying the Act prospectively; etc.

Altering the definition of "qualified rehabilitation expenditure", for purposes of the Historic Revitalization Tax Credit, to repeal the exclusion of expenditures for a certain rehabilitation that is otherwise funded, financed, or reimbursed by certain State or local expenditures; altering the definition of "substantial rehabilitation" to extend the period during which certain expenditures must occur; expanding certain competitive award criteria for commercial projects; etc.

Requiring the Maryland Department of Health to conduct certain prevalence studies concerning problem and pathological mobile gambling, with an initial study to be completed on or before July 1, 2031; requiring the Secretary of Health, on or before November 1 each year, beginning in 2027, to submit a report to the General Assembly on how the funds in the Problem Gambling Fund have been expended on treatment and prevention programs; and altering the distribution of certain fantasy competition and sports wagering proceeds.

Establishing that certain certificated and noncertificated public school employees, library system employees, and employer organizations have the right to engage in a strike; repealing the authority of the Public Employee Relations Board to deny or revoke an employee organization's certification as exclusive representative of public employees in State and local government under certain circumstances; etc.

Repealing certain provisions of law relating to the School Mapping Data Program and providing that the School Safety Subcabinet may provide funding from the Safe Schools Fund to a public safety agency; establishing the School Mapping Data Program in the Department of State Police to provide oversight of and technical assistance to a public safety agency for the production of certain school mapping data to facilitate efficient and effective emergency response by public safety agencies; etc.

Requiring a hospital to prepare a safe discharge labor plan before discharging or transferring a patient in active labor, subject to a certain exception; requiring a hospital to maintain records of safe discharge labor plans for at least 21 years; requiring a hospital to conspicuously post copies of the rights of a patient in active labor; and requiring a hospital to provide certain annual training to certain staff members.

Establishing the Dog Breeder Accountability Fund as a special, nonlapsing fund; requiring, on or before July 1, beginning in 2028, a dog breeder to register annually with the Department of Agriculture and, at the time of registration, pay an annual registration fee of $150; requiring, beginning on July 1, 2029, and within 30 days after the birth of a litter, a dog breeder to apply to the Department for a puppy birth certificate for each puppy born in the litter; etc.

Providing an addition modification under the corporate income tax for the amount of certain direct-to-consumer advertising expenses for certain covered drugs paid or incurred during the taxable year that are deducted under the Internal Revenue Code; providing for the distribution of revenue attributable to the addition modification; etc.

Establishing collective bargaining rights for employees of employers who operate controlled-environment agricultural operations; requiring the Secretary of Labor to establish by regulation certain procedures related to collective bargaining; authorizing the Secretary to investigate violations regarding and enforce certain provisions of the Act related to collective bargaining; and requiring the employers who operate controlled-environment agricultural operations to provide to their employees certain rest breaks under certain circumstances.

Requiring a contractor to pay a subcontractor or supplier at least 95% of an undisputed amount to which the subcontractor or supplier is entitled within 10 days of receiving payment from the State.

Prohibiting a person from voluntarily assisting in immigration enforcement under certain circumstances and requiring a person who assists immigration enforcement to make and maintain certain records; authorizing a person injured by a violation of the Act to bring a certain civil suit; authorizing the Attorney General to make a certain investigation and to take certain actions to enforce the Act; etc.

Altering the definition of "dually enrolled student" to include both a nonpublic secondary school student and a homeschool student in Washington County so that these students are eligible to apply for the Part-Time Grant Program and the Early College Access Grant.

Exempting a covered building that received a use and occupancy permit before June 1, 2022, from compliance with certain building energy performance standards and energy use intensity targets until it becomes necessary to replace lighting systems, heating, ventilating, and air conditioning (HVAC) systems, or other major components of the covered building due to failure of those components, or as a result of the end of life of those components.
