Establishing the Workforce Opportunities Grant Program to provide grants to certain organizations to support the planning and execution of workforce events and job fairs in the State; establishing the Workforce Opportunities Grant Fund as a special, nonlapsing fund to support the Program; requiring that interest earnings be credited to the Fund; and requiring, for each of fiscal years 2028 through 2030, the Governor to include in the annual budget an appropriation of at least $500,000 to the Program.

Requiring the Maryland Department of Health to adopt certain regulations relating to the sale of food items with a high added sugars content or high sodium content by a chain restaurant by January 1, 2027, and to direct chain restaurants to its website for details on how to comply with the requirements of the Act; and requiring certain chain restaurants to display certain icons next to certain food items with a high added sugars content or high sodium content on each menu or menu board beginning January 1, 2027.

Establishing certain civil penalties for violations of law involving the employment of minors; prohibiting employers from allowing the formation of a certain organization or entity under certain circumstances; authorizing certain private employees to petition the Public Employee Relations Board to resolve certain matters under certain circumstances; prohibiting Executive Branch units from applying for a waiver of the federal Fair Labor Standards Act; etc.

Requiring certain aeronautical service providers that service a flight with detained individuals to request to see a warrant for the detained individual, and to note whether there is a warrant and the type of warrant; requiring certain aeronautical service providers to compile and submit monthly to the Administration certain reports; etc.

Authorizing a governmental unit to acquire property on which an abandoned cemetery is located under certain circumstances and for a certain purpose; requiring a governmental unit that acquires property under the Act to make a certain effort to contact certain persons for a certain purpose; authorizing a person or organization to bring an action to request the court to transfer property acquired under the Act to the person or organization; etc.

Requiring, by April 1, 2028, a municipality to inventory and prioritize all existing open drainage inlets in the municipality and construct or install certain improvements on a new or existing open drainage inlet within the municipality; requiring, in each of fiscal years 2029 through 2031, $250,000 of the money appropriated to the comprehensive flood management grant program within the Department of the Environment be used to provide matching funds to assist with certain costs; etc.

Requiring, beginning November 15, 2027, and each November 15 thereafter, certain broadband providers to report certain information to the Office of Statewide Broadband annually; and requiring by December 1, 2027, and each December 1 thereafter, the Office to determine whether the certain programs reported are sufficient to meet the needs of low-income consumers in the State and make any recommendations related to low-income consumer programs in the State.

Increasing the compensation of the president, the vice president, and other members of the Anne Arundel County Board of Education to be $25,000, $24,000, and $23,000, respectively; and increasing the scholarship award to $23,000 for a student member of the board who completes a full term on the board for a term that begins on or after July 1, 2029.

Authorizing pharmacists, under certain circumstances, to prescribe, administer, and dispense certain drugs or devices and perform and interpret certain laboratory tests; repealing provisions establishing and governing the Nonoccupational Postexposure Prophylaxis (nPEP) Standing Order Program; and authorizing the Maryland Department of Health to establish certain statewide written protocols relating to the treatment of minor conditions and the prevention and treatment of human immunodeficiency virus.

Altering the definition of "contingency clause" as the term applies to the circumstances under which a residential real estate contract may be terminated by a purchaser; and altering the time period from 30 days to 5 days, within which a holder of trust money must distribute trust money to a purchaser.

Altering provisions of law relating to the authority of the Child Support Enforcement Administration to notify the Motor Vehicle Administration of an individual's child support arrearages for the purpose of suspending the individual's driver's license or privilege to drive under certain circumstances.

Repealing certain limitations on noneconomic damages in civil actions for personal injury or wrongful death; and applying the Act prospectively.

Altering the definition of "medical record" for purposes of law governing the confidentiality of medical records to require that certain information be recorded by a health care provider through certain means, instead of entered into the record of a patient or recipient, and to include certain electronic messages.

Increasing the salary of a judge of the Orphans' Court for Cecil County to be an amount determined by the County Council of Cecil County, but not less than $11,000; establishing that the Chief Judge shall receive certain additional compensation annually as determined by the County Council of Cecil County, but not less than $1,500; and specifying the annual allowance for travel expenses to be as determined by the County Council of Cecil County but not less than $1,500.

Establishing that the exercise by the Public Service Commission of its authority is an essential government function; altering the duties of the Commission and the Executive Secretary of the Commission; providing for the designation of a certain employee as Deputy Executive Secretary of the Commission; requiring the Commission to submit certain information to the Department of Budget and Management each year, keep certain records, and submit to certain audits; etc.

Requiring the Behavioral Health Administration to adopt regulations authorizing a behavioral health program to relocate to another site; and requiring the regulations to address an expedited approval process, the use of documentation previously submitted, providing authorization for temporary approvals for a relocation, and authorization to consider the program's regulatory record as a basis for expediting the process.

Exempting transportation network companies under contract with the Maryland Transit Administration that facilitate transit service to persons with disabilities through transportation network operators from certain requirements relating to a criminal history records check and a required course for employees; etc.

Providing that the maximum annual salary of the clerks of the circuit courts and the registers of wills may not be more than the salary of a State employee at grade 26, step 20 of the State of Maryland Standard and Bargaining Salary Scale in effect on the day before the clerk or the register begins a new term of office; and repealing as obsolete a certain minimum salary requirement for the register of wills for Baltimore City.

Prohibiting insurers, nonprofit health service plans, and health maintenance organizations from imposing a copayment, coinsurance, or deductible for covered physical therapy services that is greater than the copayment, coinsurance, or deductible imposed for an annual physical or wellness visit under the same plan or contract.

Requiring the Maryland Department of Transportation to conduct a comprehensive traffic safety audit of Maryland Route 202 and Maryland Route 704 in Prince George's County; and requiring the Department to report its findings and recommendations to the Prince George's County Delegation to the General Assembly on or before December 31, 2026.

Repealing certain provisions of law relating to the School Mapping Data Program and providing that the School Safety Subcabinet may provide funding from the Safe Schools Fund to a public safety agency; establishing the School Mapping Data Program in the Department of State Police to provide oversight of and technical assistance to a public safety agency for the production of certain school mapping data for a certain purpose; etc.

Repealing the requirement that county governments are required to pay 50% of the amount of compensation to individuals erroneously convicted of a crime the individual did not commit.

Requiring, on or before July 1, 2028, the Maryland Department of Health to select and contract with a State pharmacy benefits manager; requiring that each managed care contract entered into or renewed after July 1, 2028, require the managed care organization to contract with and use the State pharmacy benefits manager; and requiring the Department to engage an independent consultant to advise it in selecting and contracting with the State pharmacy benefits manager.

Requiring a public service company that intends to terminate, because of nonpayment, electric or gas service to a certain multifamily dwelling unit located in Prince George's County to notify each county elected official representing the district in which the multifamily dwelling unit is located before the termination of gas or electric service under certain circumstances.

Requiring, beginning November 15, 2027, and each November 15 thereafter, certain broadband providers to report certain information to the Office of Statewide Broadband annually; and requiring by December 1, 2027, and each December 1 thereafter, the Office to determine whether the certain programs reported are sufficient to meet the needs of low-income consumers in the State and make any recommendations related to low-income consumer programs in the State.

Increasing the compensation of the president, the vice president, and other members of the Anne Arundel County Board of Education to be $25,000, $24,000, and $23,000, respectively; and increasing the scholarship award to $23,000 for a student member of the board who completes a full term on the board for a term that begins on or after July 1, 2029.

Authorizing pharmacists, under certain circumstances, to prescribe, administer, and dispense certain drugs or devices and perform and interpret certain laboratory tests; repealing provisions establishing and governing the Nonoccupational Postexposure Prophylaxis (nPEP) Standing Order Program; and authorizing the Maryland Department of Health to establish certain statewide written protocols relating to the treatment of minor conditions and the prevention and treatment of human immunodeficiency virus.

Altering the definition of "contingency clause" as the term applies to the circumstances under which a residential real estate contract may be terminated by a purchaser; and altering the time period from 30 days to 5 days, within which a holder of trust money must distribute trust money to a purchaser.

Altering provisions of law relating to the authority of the Child Support Enforcement Administration to notify the Motor Vehicle Administration of an individual's child support arrearages for the purpose of suspending the individual's driver's license or privilege to drive under certain circumstances.

Repealing certain limitations on noneconomic damages in civil actions for personal injury or wrongful death; and applying the Act prospectively.

Establishing that the exercise by the Public Service Commission of its authority is an essential government function; altering the duties of the Commission and the Executive Secretary of the Commission; providing for the designation of a certain employee as Deputy Executive Secretary of the Commission; requiring the Commission to submit certain information to the Department of Budget and Management each year, keep certain records, and submit to certain audits; etc.

Requiring a public service company that intends to terminate, because of nonpayment, electric or gas service to a certain multifamily dwelling unit located in Prince George's County to notify each county elected official representing the district in which the multifamily dwelling unit is located before the termination of gas or electric service under certain circumstances.
