Proposing a constitutional amendment to require that a special election be held at the same time as the regular statewide primary and general elections that are held in the second year of a term to fill a vacancy in the office of Delegate or Senator in the General Assembly if the vacancy occurs on or before the date that is 55 days before the deadline for filing certificates of candidacy for the regular statewide election that is held in the second year of the term; etc.

Requiring a law enforcement officer or a District Court commissioner to inform a victim or a victim's representative of the victim's or victim's representative's ability to request a certain notification; and providing a process for a victim or a victim's representative to receive a certain notification.

Requiring the Department of Public Safety and Correctional Services in consultation with the Department of Labor to develop an Incarcerated Individual Apprenticeship Pilot Program to provide incarcerated individuals at the Baltimore City Correctional Center the opportunity to serve as paid apprentices in an agency or a unit of State or local government or with a private entity; and requiring the Department to report to the General Assembly by January 1, 2029, on the implementation of the Program.

Repealing the requirement that the Maryland-National Capital Park and Planning Commission appoint a general counsel; requiring the Montgomery County Planning Board and the Prince George's County Planning Board to appoint legal counsel for Commission operations within each respective county subject to certain requirements; requiring the Montgomery County Planning Board and the Prince George's County Planning Board to exercise direct authority over certain functions within each county; etc.

Establishing the Henrietta Lacks Commission to take certain actions related to the legacy of Henrietta Lacks and the use of HeLa cells, including promotion of education on the life of Henrietta Lacks and HeLa science; and requiring the Commission, beginning in 2027, to report by December 1 annually to the Governor and the General Assembly on its activities in the State.

Updating certain provisions of law relating to the recordation of subdivision plats.

Requiring certain operators of companion chatbots to establish, maintain, and publish certain protocols and provide certain information to users of the companion chatbot; requiring operators to establish enhanced measures for minor users of companion chatbots; limiting the amount and type of data an operator may collect; requiring an operator to establish and maintain a complaint system; requiring the Office of Suicide Prevention to annually publish certain data compiled from operators; etc.

Altering the period from 5 to 12 years that a licensed real estate appraiser must retain certain records; establishing a statute of limitations for certain civil actions against a person for certain real estate appraisal-related actions; extending the statute of limitation for certain civil actions for an alleged discriminatory housing practice related to the appraisal of residential real property; and applying the Act prospectively.

Establishing a limited license to do business as a temporary event-based dealer in the State; authorizing a person that does not maintain a fixed business address in the State to apply for a limited license; authorizing the Secretary of Labor to issue a limited license to a person for the purpose of doing business at certain locations; establishing certain requirements to apply for and hold a limited license; and applying certain enforcement and penalty provisions to applicants, licensees, and certain other persons.

Prohibiting, for a certain period of time, the Chief Medical Examiner, deputy chief medical examiners, assistant medical examiners, and pathologists authorized by the Chief Medical Examiner from using a hydrostatic lung test, also known as a lung float test, if performing a certain perinatal autopsy; and requiring the Maryland Department of Health to report, by December 1, 2027, to certain committees of the General Assembly on the usefulness and efficacy of the hydrostatic lung test and certain recommendations.

Altering the duties of the Health Insurance Coverage Protection Commission to require the Commission to study and make recommendations regarding individual and group health insurance market stability.

Requiring the Maryland Department of Health to develop a certain pamphlet relating to State and national crisis support resources; requiring certain health care providers and representatives of the Office of the Chief Medical Examiner to give the pamphlet to an individual under certain circumstances; and requiring the Department to conduct a review of certain trauma-informed care training.

Establishing requirements for the filling of a vacancy in the office of Senator or Delegate in the General Assembly by a central committee of a political party under the Maryland Constitution relating to applications, public notice, public meetings, and voting; and requiring a member of the central committee who has applied to fill the vacancy to recuse themselves from voting on the individual to fill the vacancy.

Establishing the Foster Care Transition Grant Program in the Department of Human Services to provide for the economic security of individuals aging out of the out-of-home placement program; providing that, beginning in fiscal year 2028, an individual can become eligible for a foster care transition grant of $1,000 for 1 year under certain circumstances; providing that payments made under the Program may not be considered income or resources for purposes of determining eligibility for certain benefits; etc.

Authorizing Howard County to decrease the maximum speed limit to not less than 15 miles per hour on highways after performing an engineering and traffic investigation; and prohibiting Howard County from implementing a new speed monitoring system to enforce speed limits on highways on which the speed limit has been reduced under the Act.

Authorizing the Department of Education to establish a process to include a notation indicating veteran status on licenses and public profiles of primary and secondary educators; etc.

Altering an exception to the prohibition against the possession of certain nondomesticated animals in the State by reducing from 10 days to 48 hours the amount of time a nonresident may travel through the State with an otherwise prohibited animal; repealing the exception to the prohibition against the possession by a person with certain disabilities of certain nondomesticated animals for a certain purpose; etc.

Requiring a physician, in order to be designated as a medical director of a nursing home, to hold a certain medical director certification or be making active progress toward obtaining the certification; and requiring each nursing home to publish on the nursing home's website certain information regarding the medical director of the nursing home.

Requiring a landlord to provide certain information to prospective tenants about fees imposed on tenants and prohibiting a landlord from imposing a mandatory fee that was not disclosed; applying the Act to a lease signed or renewed on or after October 1, 2026, and a landlord that offers four or more dwelling units for rent; and authorizing a tenant to file a claim against a landlord for a violation of the Act on or after February 1, 2027, and during the tenancy or up to 2 years after the tenancy expired.

Expanding certain protections against employment discrimination to apply to temporary disabilities caused or contributed to by childbirth, menopause, or a related medical condition; and authorizing an employer to consider the operational impact of any staffing gap in determining an undue burden imposed by a certain transfer request by an employee.

Authorizing the State Board of Dental Examiners to conduct unannounced inspections of the office of certain dentists to determine compliance with certain guidelines for infection control; altering the grounds for discipline of dentists, dental hygienists, and dental and dental hygienist license applicants; and authorizing the Board to take disciplinary action against certified expanded function dental assistants and certificate applicants under certain circumstances.

Prohibiting a person from manufacturing, selling, delivering, holding, or offering for sale in the State food that contains any ingredient or additive that is prohibited for use in food under regulations adopted by the U.S. Food and Drug Administration or any other federal law or regulation.

Clarifying that it is the intent of the General Assembly regarding the development and offering of structural racism training that applicants for the renewal of a health occupations license are required to take be developed and offered at no cost to the State using funding from certain external sources.

Requiring the Maryland Department of Health to prepare certain literature relating to firearms and ammunition and to distribute the literature to all county health departments in the State; requiring each county health department to distribute certain literature to all establishments that sell firearms or ammunition within the county; requiring establishments that sell firearms or ammunition in the State to make certain literature visible and available and to distribute the literature to purchasers of firearms and ammunition; etc.
