Requiring the Secretary of Public Safety and Correctional Services to adopt regulations establishing certain minimum mandatory standards governing the care, custody, and conditions of civil detainees in immigration detention facilities; altering certain duties of and prohibitions on the actions of the Maryland Commission on Correctional Standards relating to correctional immigration detention facilities; requiring certain violations and security breaches be reported to the Commission or the Office of the Inspector General; etc.

Authorizing the Department of Natural Resources to establish a certain process to include a notation of veteran status on a license, permit, registration, or public profile.

Prohibiting a commercial entity from publishing or advertising information on certain residential property unless the commercial entity verifies that the person offering the property is the property's legal owner or the agent of the legal owner or is exercising a legal remedy to sell the residential property under State law; requiring the commercial entity to maintain the verification for at least 3 years; etc.

Altering the annual salary of the Sheriff of Frederick County to be $175,000 for calendar year 2027; and altering the annual salary of the Sheriff of Frederick County to be 82.5% of the State's Attorney for Frederick County's annual salary including any increments and salary adjustments authorized under certain provisions of law for calendar year 2028 and each subsequent calendar year.

Prohibiting a person from operating, conducting, or promoting interactive games; requiring gaming license applicants and license holders to report to the State Lottery and Gaming Control Commission annually any business relationship with certain persons known to support, operate, conduct, or promote certain interactive games; requiring the Commission to deny certain license applications and revoke certain licenses under certain circumstances; etc.

Clarifying that a teacher who holds a certain National Board Certification that was renewed between January 1, 2016, and December 31, 2021, inclusive, and has a 10-year award period is eligible for certain salary increases associated with the career ladder; and applying the Act retroactively.

Requiring local school systems to award posthumous honorary diplomas to certain deceased students who were at the time of death enrolled in any grade from kindergarten through grade 12 in a public school, and for whom a written request was made by a parent, legal guardian, or next of kin.

Authorizing the use of stop sign monitoring systems on highways in the Town of Rising Sun, if authorized by local law and if the location is approved by the Board of Commissioners of the Town of Rising Sun.

Altering the appointing authority and method of appointment of parole commissioners; requiring a new commissioner to be appointed within 90 days after a vacancy; prohibiting a hearing examiner appointed under certain authority from serving for more than 90 days; altering certain requirements for hearing examiners; requiring a vote of the majority of commissioners appointed to the Maryland Parole Commission, instead of a minimum number of 6 commissioners, to approve a certain incarcerated individual for parole; etc.

Authorizing the Maryland Aviation Administration, with the approval of the Governor and the Secretary of Transportation, to participate in the Transportation Security Administration's Screening Partnership Program.

Altering categories of individuals whose deaths would allow an employee to use leave with pay for bereavement leave or whose illness would allow an employee to use leave with pay under a certain provision of law; and authorizing employees to use leave without pay, in accordance with the employer's unpaid leave policy, for certain bereavement leave or leave for the illness of a family member.

Prohibiting a developer of artificial intelligence from making, or knowingly causing artificial intelligence to make, certain representations or statements or to provide certain services or experiences relating to behavioral health care; requiring certain artificial intelligence sold, leased, given, or otherwise provided to consumers in the State to include a certain notice or protocols; making a violation of the Act an unfair, abusive, or deceptive trade practice under the Maryland Consumer Protection Act; etc.

Prohibiting a motor vehicle dealer from delivering a motor vehicle for which two registration plates are required to a buyer or lessee unless the motor vehicle has a certain front registration plate display mechanism or the buyer or lessee signs a written statement acknowledging declined installation of the display mechanism; requiring a motor vehicle dealer to submit certain information on declined installation of a certain front registration plate display mechanism to the Motor Vehicle Administration; etc.

Repealing provisions of law related to the Baltimore City Public School Board Community Panel; altering the process for appointments to the Baltimore City Board of School Commissioners; requiring the Mayor of Baltimore City to hold a public hearing to select qualified candidates for appointment to the Baltimore City Board of School Commissioners; requiring that appointed members and members appointed to fill a vacancy of an appointed or elected member are subject to confirmation by the Senate of Maryland; etc.

Repealing the prohibition on applicants for and holders of video lottery operation licenses and persons who own an interest in video lottery facility operations in the State from directly or indirectly making contributions to certain campaign finance entities; and requiring the State Lottery and Gaming Control Agency to study and report to the Governor and the General Assembly by January 1, 2027, on certain matters concerning certain independent evaluators for sports wagering content.

Requiring an insurer that issues or delivers private passenger motor vehicle insurance policies in the State to disclose the use of a program that measures the operation of an insured vehicle and to establish a process by which a policyholder may correct or appeal data the policyholder believes to be erroneous; prohibiting insurers with respect to certain private passenger motor vehicle insurance policies from initiating a premium increase in increments of less than 6 months; etc.

Authorizing mandated reporters to report suspected labor trafficking or sex trafficking of a child to a regional navigator; and authorizing the Attorney General or a State's Attorney to investigate and prosecute human trafficking.

Increasing, for certain categories of items, the amount allowed to be exempted from judgment; and establishing additional categories of items that may be exempted from judgment.

Requiring the Governor to withhold 35% of the annual appropriation for grants to the Washington Suburban Transit District under certain circumstances; altering the calculation of the amount that the Governor is required to include in the annual budget each year to provide grants to the Washington Suburban Transit District to pay the capital costs of the Washington Metropolitan Area Transit Authority; making the Act contingent on enactment of certain legislation by the Commonwealth of Virginia and the District of Columbia; etc.

Altering the requirements of the Task Force on the Creation of a Division of Returning Citizens and Expanded Reentry Services to include studying programs and services to prevent recidivism by individuals in the State after release from incarceration; and extending the deadline for the reporting requirement for the Task Force to December 31, 2026.

Prohibiting certain persons from knowingly operating, offering, conducting, engaging in, or promoting illegal online gambling in the State; prohibiting certain persons from knowingly supporting, directly or indirectly, the operation, conduct, or promotion of illegal online gambling in the State; authorizing the Attorney General and certain prosecuting attorneys to take certain actions, issue certain notices, and seek certain relief in order to enforce the Act; etc.

Including a certain municipal enforcement officer in the definition of "law enforcement officer" for purposes of a certain exception to prohibitions against wiretapping and electronic surveillance relating to the use of body-worn cameras; authorizing a municipality to adopt an ordinance or a resolution authorizing an official who is authorized to act as an enforcement officer to utilize a body-worn camera; and requiring that a certain municipality publish its policy for the issuance and use of body-worn cameras by enforcement officers.

Specifying that a petition for emergency evaluation is effective for 5 days after being endorsed by a certain court; authorizing a court, on a certain motion and on certain findings, to extend a petition for up to 5 days at a time, not to exceed a total of 30 days from the date the petition was endorsed by the court; and authorizing peace officers to act in accordance with best practices on how to take an emergency evaluee to an emergency facility and, if deemed necessary, to be joined by a mobile crisis team when executing a petition.

Authorizing Calvert County to enter into a contract for not more than a 20-year term for certain infrastructure or asset management programs where the infrastructure or asset has a life cycle of not less than 15 years.
