Requiring each county board of education to update certain policies to include information on authorized possession of naloxone or other opioid overdose-reversing medication by certain high school students and immunity from liability; and altering the list of individuals who may administer naloxone or other opioid overdose-reversing medication under a certain policy.

Prohibiting a person from knowingly making or using, or causing to be made or used, a false record or statement resulting in underpayments of unemployment insurance contributions or payment of unemployment insurance benefits of more than $15,000 in a calendar year; altering the enforcement mechanisms related to workplace fraud laws, living wage laws, and prevailing wage laws, including authorizing the Attorney General to investigate and bring suit in a certain manner; etc.

Establishing enhanced requirements under the Open Meetings Act for county boards of education and the Baltimore City Board of School Commissioners; requiring county boards and the Baltimore City Board of School Commissioners to maintain on their respective websites an archived video recording of each open meeting for which live video streaming was made available for a minimum of 5 years after the meeting; authorizing county boards and the Baltimore City Board of School Commissioners to edit certain content from the recordings; etc.

Repealing the 90-day time limit within which an individual receiving services from the Developmental Disabilities Administration must appeal a loss of eligibility for services; establishing requirements related to eligibility determinations and redeterminations under the Maryland Medical Assistance Program; prohibiting the Department from procedurally disenrolling individuals from the Program or home- and community-based services solely on a certain basis except under certain circumstances; etc.

Authorizing a member of the Health Services Cost Review Commission to continue to serve for a period not to exceed 6 months after the expiration of the member's term of office, rather than until a successor is appointed and qualifies; and repealing the authority of a member of the Commission who was appointed after a term began to serve until a successor is appointed and qualifies.

Altering certain provisions relating to the responsibilities of the Department of Human Services as representative payee and fiduciary for certain children committed to the custody of the Department; requiring the Department to use certain benefits in a manner that is in the best interest of the child including using the benefits for services for certain special needs; and requiring The Secretary to establish and maintain a foster youth savings program to conserve additional resources to assist youth in transitioning to independence.

Requiring certain insurers, nonprofit health service plans, and health maintenance organizations to provide individuals with salpingectomy coverage for ovarian cancer prevention; and prohibiting the insurers, nonprofit health service plans, and health maintenance organizations from imposing a copayment, coinsurance, or deductible requirement on the salpingectomy coverage.

Expanding the circumstances under which a report or record concerning child abuse or neglect may be disclosed by the Department of Human Services to include the administrator of a certain child care center, the coach, team administrator, or manager of a certain youth sports program, and the administrator or other appropriate personnel of any organization that provides adult supervision or care and control of children.

Requiring the Department of Public Safety and Correctional Services to assist incarcerated individuals in accessing certain student financial assistance; and requiring incarcerated individuals who meet eligibility criteria for certain student financial assistance to have access to student financial assistance.

Requiring a developer, builder, broker, or real estate agent to enter the final sale price of a new home into a multiple listing service or similarly accessible database within 30 days after the sale.

Prohibiting a certain controller from knowingly selling the personal data of a consumer to a certain governmental unit that has engaged in or supported civil immigration enforcement under certain circumstances; requiring a custodian of a public record to take reasonable steps to determine whether a public record is being accessed for purposes of enforcing immigration law; requiring an entity that operates a certain message switching system to take certain actions regarding system access; etc.

Applying certain campaign finance requirements for a political committee to exploratory committees; establishing requirements and prohibitions for exploratory committees relating to the establishment of the committees, receipt of funds, and permissible disbursements; requiring an authorized candidate campaign committee that results from the exploratory committee to make any equipment purchases from the exploratory committee at the fair market value of the equipment; etc.

Increasing from 1 year to 3 years the statute of limitations for a civil suit to enforce certain local consumer protection codes for which equitable relief, a fine, or a penalty is provided.

Establishing a clinical research pharmacy permit; authorizing the State Board of Pharmacy to issue a clinical research pharmacy permit; authorizing a health care provider to hold an ownership interest in a clinical research pharmacy under certain circumstances; prohibiting an individual from being required to obtain a license, certification, or authorization to practice under certain provision of law to own or have an ownership interest in a clinical research pharmacy; etc.

Applying statewide certain provisions of law authorizing the use of speed monitoring systems in certain residential districts; etc.

Transferring the electric universal service program to the Office of Home Energy Programs and requiring the Office to authorize benefits under the program for certain electric customers; establishing he Green and Renewable Energy Efficiency for Nonprofits Loan Program in the Maryland Clean Energy Center; reducing a certain alternative compliance payment rate applicable to certain covered buildings; altering certain procedures related to the permitting, inspection, and interconnection of certain residential solar energy systems; etc.

Prohibiting an employer from taking certain discriminatory employment actions against a fire and rescue public safety employee based on the employee's use of medical cannabis, subject to certain conditions; and requiring an employer to report an incident of a fire and rescue public safety employee reporting for work while impaired by cannabis to the State Emergency Medical Services Board.

Expanding the purpose of the Maryland Aerospace and Technology Commission by promoting innovation in space science, space technology, and aeronautics; altering the membership, duties, and staff responsibilities of the Commission; requiring the Commission to appoint an Executive Director; authorizing the Commission to provide grants to certain entities for certain purposes; and requiring the Commission to submit an annual report by July 1 to the Governor, the Maryland Economic Development Commission and the General Assembly.

Requiring each county and municipal automated traffic enforcement program to submit to the Vision Zero coordinator a quarterly report containing certain information regarding each citation issued under the program during the quarter to a motor vehicle registered in another state.

Authorizing certain persons to bring an action when the owner of a property that includes a cemetery proposes the sale, transfer, or alternate use of all or part of a certain cemetery; and requiring a court to take certain actions under certain circumstances.

Requiring the State Board of Elections and each local board of elections to refer to absentee ballots that are delivered to a voter by the Internet as "print-at-home ballots" in all communications with voters and the general public; providing that absentee ballots are considered timely and may be counted under certain circumstances; prohibiting absentee ballots that are not timely from being counted; and establishing requirements regarding absentee ballots that apply if federal law or a federal court set certain timeliness requirements.

Authorizing the State Board of Physicians, beginning January 1, 2028, to issue a limited license, not to exceed 3 years, to practice medicine to an internationally trained physician under certain circumstances; prohibiting the renewal of a limited license issued by the Board; and requiring the Board to adopt regulations establishing minimum qualifications and application fees and to provide a pathway to full licensure; etc.

Requiring the Department of Natural Resources in coordination with the Department of the Environment to identify certain vernal pools in the State; requiring the Department of Natural Resources to create and maintain a certain list of vernal pools in the State in a certain manner; and requiring the Department of the Environment to designate staff to receive training in vernal pool identification and to notify the Department of Natural Resources under certain circumstances.

Altering certain provisions of law governing the recapture of certain amounts of the credit against the State income tax for certain individuals with student loan debt to require the recapture of the unused amount of the credit rather than the total amount; authorizing the Maryland Higher Education Commission to extend the period of time that an individual who claims the credit has to prove that the individual used the credit to repay the individual's student loan debt under certain circumstances; etc.
