Authorizing the Virginia I. Jones Alzheimer's Disease and Related Dementias Council and the Advisory Stakeholder Group on Autism-Related Needs to recommend the use of elopement response as safety tools for certain individuals who are at risk of elopement; defining "elopement" as behavior in which an individual with a cognitive, developmental, or neurological condition leaves or attempts to leave a safe and supervised area without the ability to avoid risk or to return safely without assistance; etc.

Providing for the automatic designation of certain transit-oriented developments as enterprise zones, subject to certain conditions; requiring the Maryland Economic Development Corporation to prioritize certain redevelopment projects when making loans under the Strategic Infrastructure Revolving Loan Program; altering the authority of local legislative bodies to regulate land use planning on land located near certain transit stations; delaying the collection of certain development excise taxes and certain development impact fees; etc.

Authorizing a District Court commissioner to issue a summons based on an application for a statement of charges filed by a certain individual under certain circumstances; prohibiting a District Court commissioner from issuing an arrest warrant based on an application for a statement of charges filed by a certain individual; requiring a District Court commissioner to refer a certain summons to the State's Attorney's office; requiring the District Court to provide victims of crime with access to certain information; etc.

Requiring a landlord to provide air-conditioning to residential rental units in apartment buildings with four or more individual dwelling units in a certain manner beginning June 1, 2026, for newly constructed residential rental units and beginning October 1, 2026, for residential rental units that undergo renovation that includes the replacement or substantial upgrade of electrical systems or heating systems; and applying the Act prospectively.

Increasing certain application, license, permit, and license transfer fees related to alcoholic beverages in Prince George's County.

Authorizing a certain enforcement officer to enforce provisions regulating the sale and distribution of cigarettes, other tobacco products, and electronic smoking devices; authorizing the Executive Director of the Alcohol, Tobacco, and Cannabis Commission to reprimand a licensee or suspend or revoke a license for a violation identified under the Act; requiring the Comptroller to distribute a certain amount of the licensure authorization request fees collected to the Family League of Baltimore City, Inc. in a certain manner; etc.

Requiring the Prince George's County government to develop an implementation and financing plan to expand access to high-quality early childhood education and child care in Prince George's County for children from birth through 3 years; requiring the county government to consult with certain entities; and requiring the plan to include certain analyses.

Requiring certain public school personnel to notify a county superintendent or a county superintendent's designee if the individual receives certain notification of certain immigration enforcement at a school; expanding the definition of sensitive locations relating to the definition of a "public school"; expanding the definition of sensitive locations to include certain locations that distribute food to individuals in need; prohibiting public school personnel from engaging in certain immigration enforcement; etc.

Establishing the Workgroup for an Inclusive State Workplace to create a strategy and implementation work plan regarding more inclusive State employment opportunities for caregivers, people with disabilities, older adults and other individuals who are challenged by the traditional full-time employment structure; and requiring the Workgroup by September 15, 2027, to share its inclusive workplace implementation strategy and workplan with the General Assembly.

Repealing a certain income limitation and certain disability rating percentages used to establish eligibility for a certain property tax credit against the county or municipal corporation property tax imposed on the dwelling house of certain disabled veterans and their surviving spouses; authorizing the Mayor and City Council of Baltimore City or the governing body of a county or municipal corporation to provide for additional eligibility criteria for the tax credit; and applying the Act to all taxable years beginning June 30, 2026.

Prohibiting the governing body of a county or municipality from enacting a local law or ordinance prohibiting the offering of certain residential property as a short-term rental by an operator solely because the operator is a lessee or sublessee of the property; authorizing the governing body of a county or municipality to enact a local law or ordinance prohibiting the operator of a short-term rental who is a lessee or sublessee of the property from operating more than one short-term rental within the county or municipality; etc.

Increasing the age to 62 at which certain members of the State Police Retirement System are required to retire; increasing the age to 62 at which certain retirees must end participation in the Deferred Retirement Option Program; and authorizing certain individuals, subject to certain limitations and requirements, to elect to extend their participation in the Deferred Retirement Option Program.

Establishing certain restrictions for the commencement of a foreclosure and an order to docket or a complaint to foreclose a mortgage or deed of trust on residential property.

Increasing the minimum and maximum salary amounts for the chief inspector employed by the Board of License Commissioners for Anne Arundel County.

Requiring the Maryland Department of Health to direct chain restaurants to its website for the purpose of explaining the purpose of and ho a chain restaurant may comply with certain requirements; and requiring certain chain restaurants to display a certain disclosure and notice regarding food items with a high added sugars content or high sodium content on each menu or menu board beginning January 1, 2027.

Authorizing the Joint Committee on Legislative Ethics to exempt a member of the General Assembly, a filed candidate for election to the General Assembly, or a member-elect of the General Assembly from the prohibition against receiving earned income from an executive unit or political subdivision of the State under certain circumstances; and requiring the Committee to issue an opinion to provide guidance to the members of the Maryland General Assembly on compliance with the Act.

Applying statewide certain provisions of law authorizing the use of speed monitoring systems in certain residential districts.

Altering the exemption from certain educational requirements required for a license to practice medicine for certain applicants who have studied at an international medical school; authorizing the State Board of Physicians, beginning October 1, 2028, to issue a limited license to practice medicine to a physician trained and licensed in a foreign county under certain circumstances; and requiring the State Board of Physicians to consult with MedChi, the Maryland State Medical Society on the development of certain policies and regulations.

Authorizing the State Highway Administration to place and use speed monitoring systems in Queen Anne's County on U.S. Route 301 at the intersections of or in between Maryland Route 405 and Maryland Route 19.

Requiring the State Department of Education to provide certain guidance on artificial intelligence to Local school systems, educators, parents, and student through an online platform; requiring the Department to publish certain guidance for certain groups; requiring the Department to develop strategies to implement certain guidelines and best practices; requiring local school system to designate a coordinator for the use of artificial intelligence in the local school system; etc.

Altering the requirement that a hospital or freestanding birthing center contact the birth parent after the delivery of a newborn following a high-risk pregnancy to evaluate the birthing parent's status and, as necessary, provide certain information to be at least 24 hours after discharge.

Authorizing the placement and use of speed monitoring systems on Maryland Route 210 (Indian Head Highway) in Prince George's County, subject to certain requirements; clarifying the authorized distribution of revenue under speed monitoring systems programs for Maryland 210 (Indian Health Highway); and requiring Prince George's County to report certain information to the General Assembly, by January 31, 2028, and each January thereafter, on the point-to-point speed monitoring systems operated under the Act.

Altering the information that is required to be included on the signature page of a petition seeking to place a question on the ballot and with a question on the ballot; requiring that a certain summary included on the signature page of a petition seeking to place a question on the ballot and a certain statement about a question on the ballot be written in plain language; requiring certain boards of elections to post the text of ballot measures for at least 90 days before the general election; etc.

Requiring the seller in a certain retail contract to provide notice of certain changes in mandatory fees and payments and other required disclosures; and altering certain fees a council of unit owners or a homeowners association or its agent may charge for providing certain disclosures.

Renaming the Office of the Deaf and Hard of Hearing to be the Office of the Deaf, Deafblind, and Hard of Hearing; and renaming the Maryland Advisory Council on Deaf and Hard of Hearing to be the Maryland Advisory Council on Deaf, Deafblind, and Hard of Hearing.
