Recognize and honor the cultural, social, and economic contributions of the Cuban American community to the rich history of the city of Louisville and the Commonwealth of Kentucky.

Amend KRS 431.073 and 431.078 to provide for expungement of offenses which were charged but later dismissed or amended; make technical corrections; amend KRS 532.080 to state that the enhancement of a sentence as a persistent felony offender does not alter the felony classification of offenses.

Condemn political violence and affirm the peaceful exercise of democracy in the Commonwealth.

Create a new section of KRS Chapter 158 to state legislative findings; define terms; establish additional free speech protections for student journalists; place limitations on additional protections; establish protections for student media advisors; require each local school board to adopt a written policy for time, place, and manner restrictions and for an appeals procedure; provide that student speech not be considered school speech; allow for a student journalist or student media advisor to seek injunctive relief; provide that the Act may be cited as the New Voices Act.

Create a new section of KRS 383.200 to 383.285 to prohibit evictions of residential tenants during extreme weather conditions; amend KRS 383.245 to conform.

Amend KRS 164.7879 to increase the Kentucky educational excellence scholarship base amount for each eligible grade point average; increase the supplemental award amounts; require a supplemental award for eligible Cambridge Advanced International scores; amend KRS 164.7882 to increase the award amount for an eligible student enrolled in a comprehensive transition and postsecondary program; amend KRS 164.7874, 164.7881, 164.7884, and 164.7885 to conform; EFFECTIVE July 1, 2026.

Amend KRS 224.50-854 to remove the exemption for a person who stores waste tires for resale from the requirements of the waste tire program; amend KRS 224.50-856 to allow a person making retail sales of used motor vehicles tires to be eligible for the same accumulator registration exemption as sellers of new motor vehicle tires; amend KRS 224.50-858 to require nonexempt sellers of new or used motor vehicle tires to register and be subject to the requirements of the waste tire program.

Amend KRS 211.190 to make water fluoridation programs optional; allow the governing bodies of water systems subject to regulation by the Cabinet for Health and Family Services to decide whether they participate in water fluoridation programs; provide that a water fluoridation program in place on the effective date of the Act continues until action is taken by its governing body to end its participation; provide that any decision regarding participation in a water fluoridation program made by the governing body of a water system shall be binding on all water systems it supplies; provide that a governing body, a member or employee of a governing body, or any public or private entity that may be held liable for the actions of a governing body that makes any decision regarding its participation in an optional water fluoridation program shall be immune from civil or criminal liability for acts carried out reasonably and in good faith regarding its decision of whether to participate in the water fluoridation program.

Create new sections of KRS Chapter 200 to define terms; establish the Kentucky Diaper Access Board and its functions related to the development of a state plan for the distribution of funds from the Kentucky diaper access trust fund; establish the Kentucky diaper access trust fund and the purposes for which funds are disbursed to diaper access programs in the Commonwealth.

Create a new section of KRS Chapter 65 to define terms; allow local governments to regulate short-term rentals.

Create a new section of KRS Chapter 205 to require Medicaid coverage for palliative care services; establish eligibility criteria and service requirements; require the Department for Medicaid Services to promulgate administrative regulations; require the Cabinet for Health and Family Services or the Department for Medicaid Services to seek federal approval if it is determined that such approval is necessary; provide authorization from the General Assembly to make changes to the Medicaid program as required under KRS 205.5372(1).

Adjourn in honor and loving memory of the victims of UPS Airlines Flight 2976, and recognize the efforts of first responders and other agencies that responded to the crash.

Create a new section of KRS Chapter 216B to require each hospital licensed by the Cabinet for Health and Family Services to establish policies and procedures to improve care for sickle cell disease patients, develop programs to prevent and address addiction risks for sickle cell disease patients, and provide patients with education and resources by January 1, 2027.

Create a new section of KRS Chapter 134 to require use of a standardized form for all real property tax bills; require the Department of Revenue to prescribe the form and make it available to all taxing districts that levy a property tax on real property; specify provisions to be included on the form; exempt certificates of delinquency and third-party purchasers from the form requirements.

Reaffirm the sovereignty of Kentucky; affirm the sovereign right of Kentucky to nullify unconstitutional acts of the federal government; direct the Attorney General to challenge all unconstitutional acts of the federal government that usurp or diminish the sovereignty of Kentucky; provide that the General Assembly may enact legislation nullifying unconstitutional acts that undermine Kentucky's sovereignty.

Propose to create a new section of the Constitution of Kentucky to enshrine Medicaid expansion coverage; direct the Secretary of State to advertise the proposed constitutional amendment prior to a general election vote; provide ballot language; submit to voters for ratification or rejection.

Amend KRS 156.153 to permit schools to use non-school bus passenger vehicles designed for 10, instead of 9, or fewer passengers; limit statewide driver qualification, training, and drug testing requirements to drivers of non-school bus passenger vehicles along regular bus routes; EMERGENCY.

Create a new section of KRS Chapter 530 to establish the crime of parentage fraud as a Class B misdemeanor.

Amend KRS 164.2807 to require that, as part of its annual report to the Legislative Research Commission, the Governor, and the Public Service Commission, the Energy Planning and Inventory Commission include a current inventory of the Commonwealth's existing electric generation and transmission resources, a forecast of changes in demand for those resources, and recommendations for how to address discrepancies between the current electric resource inventory and forecasted future demand.

Honor and support law enforcement officers in Kentucky and throughout the United States.

Create a new section of KRS Chapter 2 to designate October 14 of each year as Charlie Kirk Day.

Amend KRS 337.010 to increase the applicable threshold of employees of retail stores and service industries from $95,000 to $500,000 average annual gross volume of sales for the employer; amend KRS 337.275 to incrementally raise minimum wage for employers to $15.00 an hour; include anti-preemption language permitting local governments to establish minimum wage ordinances in excess of the state minimum wage.
