Involuntary treatment of substance use disorder. Allows an individual's spouse, legal guardian, friend, relative, or medical service provider to petition a court for involuntary substance use disorder treatment. Requires a petition to include certain information and allows a court to dismiss a petition, without prejudice, if it does not contain the required information. Requires the court to appoint a public defender if the individual subject to a petition seeking involuntary substance use disorder treatment is not represented by an attorney. Requires a court to order the individual to be evaluated by a medical provider if the court finds that: (1) the individual has a substance use disorder; (2) because of the individual's substance use disorder, the individual is experiencing impaired judgment and is unable to independently maintain the individual's activities of daily living or is a danger to self or others; and (3) the individual refuses to voluntarily participate in substance use disorder treatment. Allows a court to order a local law enforcement agency to consider whether an individual meets the criteria for emergency detention under certain circumstances. Requires a medical provider who completes an evaluation concerning an individual's need for substance use disorder treatment to submit the evaluation to the court. Specifies that after receiving an evaluation from a medical provider, the court may dismiss the petition or set a hearing for further evidence to be presented about the individual's need for substance use disorder treatment. Requires a court to order involuntary outpatient substance use disorder treatment for a period, not to exceed 90 days, if medical evidence supports that the individual requires immediate treatment for a substance use disorder and the individual has refused treatment.

Prohibits a health care provider from refusing to provide necessary care solely on the basis of health care debt owed or alleged to be owed by the consumer to the health care provider for health care services, products, or devices provided by the health care provider to the consumer or to a minor or an incapacitated individual who is under the responsibility of the consumer. Provides that a person that violates this prohibition commits a deceptive act that is actionable under the Indiana statute concerning deceptive consumer sales by the attorney general only.

Requires the department of local government finance (DLGF) to develop an automated valuation model system (AVM system) to be used by the DLGF to conduct the assessment of all tangible property statewide, except for agricultural land. Requires the DLGF to conduct all assessments for tangible property, excluding agricultural land, using the AVM system beginning with the first assessment date that an AVM system is operational for use, but not later than 2037. Requires the DLGF to present a plan of implementation for an AVM system to the interim study committee on fiscal policy before November 1, 2026, and present an update on the AVM system before November 1 in subsequent years until the AVM system is operational for use. Except for agricultural land, provides that tangible property shall not be subject to assessment beginning with assessments in 2027 through the first assessment date for which the AVM system is applied. Freezes the assessed value of all taxable property, except agricultural land, during this time period at the assessed value determined for the property for the 2028 assessment date. Caps the property tax liability for all taxable property for taxes first due and payable in 2028 through the first date that taxes are first due and payable based on assessments under the AVM system to not more than: (1) for taxes first due and payable in 2028, the property tax liability imposed on the taxpayer's property for taxes first due and payable in 2026; and (2) for taxes first due and payable in 2029 and thereafter, the property tax liability for the calendar year not to exceed a 3% increase from the taxpayer's property tax liability from the previous year. Requires the department of transportation (department) to develop and implement inspection criteria for local bridge inspections throughout the state with timelines, inspection standards, and milestones that ensure public safety, comply with state and federal inspection standards, and have the goal of reducing the cost of local bridge inspections within a county. Requires the department to exempt certain inspection regulations that the department determines will reduce costs while complying with state and federal inspection standard. Repeals a provision in current law requiring the department to ensure that Indiana's local bridge conditions are in the top quarter compared to other states (retains the requirement for state bridges). Requires the legislative services agency to prepare legislation for introduction in the 2027 regular session of the general assembly to make appropriate required changes in statutes. MEWA for child care facilities. Allows a group or association of child care facilities to establish a multiple employer welfare arrangement (MEWA). Requires the department of insurance to: (1) create a survey requesting certain information from child care facilities; (2) facilitate communication between child care facilities that express an interest in establishing a MEWA; and (3) advise the child care facilities on best practices for lowering insurance costs. Requires the office of the secretary of family and social services to send a direct link to the survey by electronic mail to each child care facility.

Provides that a county recorder may: (1) refuse to record a suspicious instrument, unless a court of competent jurisdiction finds that the county recorder's finding that the instrument is a suspicious instrument is erroneous; (2) report a suspicious instrument to the appropriate law enforcement agency; or (3) notify a notarial officer or notary public who has purported to acknowledge or prove a suspicious instrument of the reason for the county recorder's finding that the instrument is a suspicious instrument. Data center water regulation. Defines "data center". Prohibits a person from operating a data center in Indiana without obtaining a consumption permit from the department of natural resources (department). Sets forth information that must be included in a consumption permit application. Establishes procedures for the department to approve or deny a consumption permit application. Provides that a consumption permit may be transferred under certain circumstances. Provides that a person may consult with the department to assess the viability of a proposed data center with respect to water consumption. Allows the natural resources commission to adopt rules to implement this bill.

Prohibits a person who is not a member of the general assembly from serving on an execution team, and provides that an execution may not be carried out until the execution team is fully staffed. Specifies that the name of a member of the general assembly who: (1) volunteers to serve on an execution team; or (2) serves on an execution team; is a public record.

Provides that the chapter regarding the limitation on the issuance of injunctions for labor disputes does not apply to a case to obtain a workplace violence restraining order to protect an employee from unlawful violence or a credible threat of violence solely related to a dispute arising between two employees over their own personal controversy if the dispute does not involve claims governed by a collective bargaining agreement.

Ephedrine and pseudoephedrine products. Requires the state police department (department) to oversee an electronic logging system (system) to: (1) record and monitor real time purchases of products containing ephedrine and pseudoephedrine; (2) monitor ephedrine and pseudoephedrine purchases to prevent or investigate the illegal purchase of ephedrine or pseudoephedrine; and (3) block illegal purchases of ephedrine and pseduoephedrine. Requires the department to contract with a third party vendor to operate the system. Requires each manufacturer of products that contain ephedrine and pseudoephedrine to demonstrate to the department that they have a valid contract with the vendor to provide electronic tracking of purchases in Indiana. Replaces "NPLEx system" references with "electronic logging system". Removes current restrictions on the sale of ephedrine and pseudoephedrine products to individuals who do not have a relationship on record with a pharmacy or have not completed a consultation with a pharmacy to determine if there is a legitimate medical or pharmaceutical need for the products.

Requires the state police department (department) to oversee an electronic logging system (system) to: (1) record and monitor real time purchases of products containing ephedrine and pseudoephedrine; (2) monitor ephedrine and pseudoephedrine purchases to prevent or investigate the illegal purchase of ephedrine or pseudoephedrine; and (3) block illegal purchases of ephedrine and pseduoephedrine. Requires the department to contract with a third party vendor to operate the system. Requires each manufacturer of products that contain ephedrine and pseudoephedrine to demonstrate to the department that they have a valid contract with the vendor to provide electronic tracking of purchases in Indiana. Replaces "NPLEx system" references with "electronic logging system". Removes current restrictions on the sale of ephedrine and pseudoephedrine products to individuals who do not have a relationship on record with a pharmacy or have not completed a consultation with a pharmacy to determine if there is a legitimate medical or pharmaceutical need for the products.
Tax sale procedures. Reduces the period to redeem tax sale property as follows: (1) For real property sold to a land bank, the redemption period is six months (rather than one year). (2) For real property on which the county executive acquires a lien (including an assignment of the lien to a political subdivision or to a land bank) and the certificate of sale is not sold, the redemption period is 90 days (rather than 120 days). (3) For real property on which the county executive acquires a lien and the certificate of sale is sold or assigned to a land bank, the redemption period is 90 days (rather than 120 days). (4) For real property that a court determines is not suitable for tax sale, the redemption period is 90 days (rather than 120 days). Modifies the length of time in which notice must be provided to: (1) the owner of record; and (2) any person with a substantial interest of public record in the real property; for purposes of seeking a tax deed to account for the reductions to the redemption periods. For property that a court determines is not suitable for tax sale, provides that if the property is disposed within one year (rather than three years) after the conclusion of the tax sale at which the property would have been offered for sale, any amount received in excess of the amount of the minimum bid will be disbursed in the same manner as if the property had been sold in the tax sale. Makes a related change to the period to make a claim for any surplus in the tax sale surplus fund for properties certified as not suitable for sale. Specifies that a county auditor shall not issue or record a tax deed unless certain requirements are met not later than 90 days (rather than 150 days) after the date of the hearing at which a court grants the tax sale buyer's petition for the tax deed.

Provides an income tax credit to an individual who is a citizen or national of the United States, or an alien who has lawful permanent resident status or conditional permanent resident status, and paid an international money wiring fee during the taxable year. Requires the revenue from the international money wiring fee to be deposited in the state general fund. Includes the international money wiring fee under the definition of "listed taxes" that the department of state revenue is required to collect and administer.
