Amends the Public Utilities Act. Provides that applicable State agencies shall take final action on an application for a new small modular nuclear reactor within 150 days after the application is determined or considered to be complete. Provides that an applicable State agency may extend the final action time period for no more than an additional 150 days for good cause. Provides that, if an applicable State agency fails to take final action on an application within the initial 150-day time period and the time period is not extended, the application shall be considered approved by the State agency. Provides that, if the time period is extended and an applicable State agency fails to take final action on an application within the extended time period, the application shall be considered approved by the State agency. Effective immediately.

Urges the State to support law enforcement officers by providing the training, funding, equipment, and resources required for them to effectively discharge their duties. Creates the Rogue Component Installation Prevention Act. Provides that, on and after the effective date of the Act, no public utility, unit of local government, or school district shall install components manufactured by a foreign country of concern on a renewable energy device in the State. Requires every distributor, manufacturer, or seller of a renewable energy device in the State to report the characteristic contents of any component installed on the renewable energy device, including the date of manufacture, the country of origin, and the location of the company that manufactured the component, to the United States Department of Homeland Security, the United States Department of Energy, the Illinois Power Agency, the Illinois Emergency Management Agency, and the Illinois State Police. Defines terms.

Amends the Illinois Insurance Code. Provides that every automobile insurance policy issued, renewed, or delivered in Illinois that includes first-party coverage for physical damage shall contain a provision granting either the insured or the insurer the right to invoke appraisal in the event of a dispute over (i) the actual cash value or amount of a loss, including repairable or total loss amounts; or (ii) the value of a settlement offer made to a third-party claimant. Sets forth provisions concerning the selection of appraisers; appointment of an umpire in the event of a disagreement between appraisers; issuance of the award following the appraisal; the binding effect of an agreement between appraisers or one appraiser and the umpire; cost allocation and consumer protections; the right of appraisal for third-party claimants; and enforcement and penalties. Creates the Automotive Appraisal Standards Advisory Board to provide guidance on rulemaking, enforcement priorities, and best practices. Sets forth membership provisions and provides that the Board shall meet no less than quarterly and may issue nonbinding recommendations to the Department of Insurance regarding updates to rules and emerging trends impacting fair claim resolution. Requires the Department to publish meeting summaries and any formal recommendations on its public website. Provides that the Department may adopt rules necessary to implement and enforce provisions concerning the right to appraisal. Effective 90 days after becoming law.

Makes changes in provisions concerning project bond authorizations and financing limits. Makes conforming changes to related provisions regarding findings, definitions, creation of reserve funds, powers and duties of the Illinois Finance Authority, criteria for program participation, securitization of bonds issued by the Authority, and other related provisions.

Defines "municipality with planning jurisdiction" and "Brisbin Road commercial or industrial site". Effective immediately.

Amends the Local Mass Transit District Act. Provides that the board of trustees of any local mass transit district may: (1) initiate transit-oriented developments and trail-oriented developments; (2) partner with public bodies, private entities, non-profit organizations, or institutions for the purpose of these developments; (3) acquire real property or facilities for the purpose of these developments; (4) own, maintain, design, construct, reconstruct, improve, repair, operate, or lease any facilities for the purpose of these developments; (5) use funds and property of these districts for the purpose of these developments; and (6) borrow money, issue bonds, apply for grants, and enter into lease agreements or intergovernmental agreements for the purpose of these developments.

In a provision prohibiting a company from making changes in deductibles or coverage for any policy forms applicable to certain lines of business unless the company provides a specified notice, adds delivery by electronic means as a method for providing that notice. Provides that no company may impose renewal premium increases of more than 10% for policies of automobile insurance to which specified provisions apply unless the company mails to the named insured written notice or delivers notice by electronic means of the change in premium or change in deductible or coverage at least 30 days prior to the renewal. Effective January 1, 2028.

Creates the Energy Production Zones Act. Defines terms. Provides that a project owner is not required to obtain a permit or any other land use or zoning approval from a local authority for the construction of an electric generation facility if: (1) the Illinois Commerce Commission grants the project owner a certificate under the Public Utilities Act for the construction, the Commission declines jurisdiction over the construction under the Public Utilities Act, or the electric generation facility files notice with the Commission to not use a certificate under the Public Utilities Act; (2) the electric generating facility will be located on a premise of land that is an energy production zone; and (3) the project owner complies with other provisions of the Act. Provides that no later than 270 days before beginning construction, a project owner shall provide notice of the construction to the local authority with planning authority for the premise of land on which the construction will occur. Sets forth requirements for the content of the notice. Provides that, no later than 60 days after a project owner's provision of notice, the project owner shall hold a public hearing in the unit of local government in which the electric generation facility will be located, during which the project owner shall provide information to the public and receive public comment regarding the electric generation facility and the construction of the electric generation facility. Makes other changes. Effective immediately.
