HB4078

Illinois HB4078 regulates the siting and operation of commercial wind and solar energy facilities.

HB4078 establishes standards for counties to regulate commercial wind and solar energy facilities. Counties can require facility owners to plant and maintain vegetative ground cover, adhere to setback distances, and submit farmland drainage plans. Counties may not impose more restrictive standards than those in the Illinois Department of Agriculture's agricultural impact mitigation agreements. The bill also outlines requirements for public hearings, blade tip height limitations, and compensation for agricultural damages.
