Amends the Property Tax Code. Provides that, where assessment records are presently maintained in electronic format, the township assessor, multi-township assessor, or chief county assessment officer shall make those records available for immediate public inspection through Internet access. Provides that where assessment records, or some of them, are not presently maintained in electronic format, the township assessor, multi-township assessor, or chief county assessment officer shall convert all assessment records into electronic format and maintain those records in that format. Provides that those records shall be made available for immediate public inspection, preferably through Internet access. Contains provisions concerning requests for assessment records. In provisions providing that property records shall contain the elements (or basis) of valuation and computations that are taken into consideration by the chief county assessment officer in determining the fair cash value of property, provides that those elements include, but are not limited to, capitalization rates and tax loads, rental income data and any adjustments thereto, ratios of expenses to income, net income, vacancy and collection loss, reproduction or replacement cost calculators or manuals, physical, functional, and economic depreciation or obsolescence, and comparable sales and sales adjustment factors. Contains provisions concerning tax objections in the circuit court. Repeals provisions providing that the circuit court shall consider tax objections concerning valuation without regard to the correctness of any practice, procedure, or method of valuation followed by the assessor, board of appeals, or board of review in making or reviewing the assessment, and without regard to the intent or motivation of any assessing official. Effective immediately.

Amends the Toll Highway Act. Allows an active-status member of the Illinois National Guard to use a toll highway without paying the toll if the active-status member has applied for and received from the Illinois State Toll Highway Authority an Official Permit Card. Requires the Authority to adopt rules for the issuance of a permit that allows an active-status member of the Illinois National Guard to use any toll highway without paying the established toll.

Amends the Code of Criminal Procedure of 1963. Provides that a petitioner may not be denied a protective order because the petitioner or the respondent is a minor or solely upon the basis that the respondent or petitioner is incarcerated in a penal institution at the time of the issuance of the order. Amends the Illinois Domestic Violence Act of 1986. Provides that a petition for an order of protection may be filed by: (i) a crime victim who was abused by an family or household member before the incarceration of the offender in a penal institution, and the offender is incarcerated in a penal institution at the time of the filing of the petition; or (ii) any person who has previously suffered abuse by a family or household member convicted of domestic battery, aggravated domestic battery, aggravated battery; any other offense that would constitute domestic violence; or a violent crime as defined in the Rights of Crime Victims and Witnesses Act committed against another person. Effective immediately.

Creates the Meaningful Human Control of Artificial Intelligence Act. Provides that a public employer, including a contractor or subcontractor of the public employer, shall not use or apply, or authorize any procurement, purchase, or acquisition of any service or system using or relying on any automated decision-making system, directly or indirectly, without meaningful and continuing human review when performing specified functions. Provides that an employer seeking to use or apply an automated decision-making system shall conduct an initial impact assessment and an additional impact assessments at least once every 2 years and prior to any material changes to the automated decision-making system. Sets forth provisions concerning anti-retaliation; enforcement by the Department of Labor; and private rights of action.

Amends the State Treasurer Act. Provides that qualified expenses related to special needs services include elementary and secondary school expenses incurred as a result of a recognized disability or an individualized education program. Makes conforming changes to the definition of "eligible educational institution". Defines "recognized disability" as a physical, developmental, or learning disability recognized by the State Board of Education.

Amends the Counties Code, the Township Code, and the Illinois Municipal Code. Provides that, no later than January 1, 2027, each county, township, and municipality shall, by ordinance, allow for adaptive reuse of existing commercial buildings. Provides that adaptive reuse of existing commercial buildings shall be allowed in the county, township, or municipality under the provisions until the county, municipality, or township adopts or amends an ordinance to comply with the provisions. Provides that the adaptive reuse policy adopted under the provisions shall (1) allow the construction of micro units, provided however that no county, township, or municipality shall require a micro unit to be larger than minimum standards for micro units established in the International Building Code; (2) allow for the adaptive reuse of a building to meet the interior environment requirements of the International Building Code; and (3) provide for an exemption to any requirements regarding park dedication or additional off-street parking. Defines "adaptive reuse". Effective immediately.

Requires, by January 1, 2027, the Secretary of State to make the written test for the operation of vehicles of the first division being operated as school buses available for completion online. Amends the Freedom of Information Act. Includes the judicial body and its components in the definition of "public body". Defines "public records" when that term is associated with the judicial body and its components. Exempts from inspection and copying (i) records of the judicial body and its components that pertain to the preparation of judicial opinions and orders or judicial work product and (ii) records that are privileged or confidential under the Illinois Code of Judicial Conduct or the Illinois Rules of Professional Conduct. Provides that a person whose request to inspect or copy a public record was denied or treated as a voluminous request by the judicial body and its components may not file a request for review with the Public Access Counselor.
