Provides that an individual who becomes a lessee of a tract of Hawaiian home lands, either as an original lessee or as a successor lessee, shall forfeit any interest as an original lessee or successor lessee in any other tract of Hawaiian home lands and be removed from any applicant waitlist.

Establishes a Clean Plant Program within the Department of Agriculture and Biosecurity to support the production, maintenance, and distribution of disease-free, clean plant material to growers, nurseries, and other agricultural producers in the State. Requires the Department of Education to develop and implement a statewide Artificial Intelligence Literacy Curricula Plan for students in eleventh and twelfth grades, beginning with the 2027-2028 school year as a condition for graduation. Requires any petitioner for a district boundary amendment to obtain certification from the Commission on Water Resources Management that enough water is available for the project needs without causing harm to the relevant aquifers and provide that certification to the Land Use Commission.

Prohibits a state agency from entering into any contract to procure or dispose of goods or services, or for construction, with any business that is owned or operated, or in which a controlling interest is held, by a relative or household member of a director or deputy director of a principal state department.

Allows the naming rights of the Stadium Facility and Convention Center Facility to be leased to any public or private entity. Requires any revenues derived from advertising or marketing in or on the Stadium Facility or Convention Center Facility to be deposited into the appropriate special fund of the facility. Authorizes the display of the name of any entity that leased the naming rights to a stadium operated by the Stadium Authority on the exterior of the stadium. Exempts concessions within the stadium facility and convention center from chapter 102, HRS.

Establishes the Farming Grant Program to be administered by the Department of Agriculture and Biosecurity to provide grants to small and midsized farmers. Appropriates funds. Effective 7/1/2050. (SD1)

Prohibits state or county contractor's officers and any officer's immediate family, with contracts of $100,000 or more for goods or services or $250,000 or more for construction, from contributing to candidate or noncandidate committees, candidates, or any person for any political purpose for the duration of the contract. Prohibits grantees, grantees' officers and grantees' officer's immediate family, with grants of more than $100,000, from contributing to candidate or noncandidate committees, candidates, or any person for any political purpose for the duration of the grant. Requires any unlawful contribution to be returned to the contributor or it will escheat to the Hawaii election campaign fund.

Proposes to amend article XVI, section 3.5 of the Hawaii State Constitution regarding the establishment of salary increase limits for justices and judges of all state courts, members of the Legislature, department heads or executive officers of executive departments, and the deputies or assistants to department heads of executive departments.

Clarifies an association boards authority with respect to calling and authorizing electronic meetings, electronic voting at electronic meetings, electronic voting without a meeting, and mail voting without a meeting.

Requires every business establishment that provides a shopping cart to mark each cart with identifying information. Authorizes a county to impound and dispose of a shopping cart and assess impound fees, storage fees, and disposal fees under certain circumstances. Authorizes the counties to establish policies for managing and impounding shopping carts that have been vandalized or no longer display an owner's identifying mark. Requires the counties to establish a buyback program for impounded shopping carts. Authorizes the counties to return a shopping cart, in lieu of impoundment, to the business establishment, subject to certain fines. Effective 7/1/3000. (HD1)

Establishes a deletion mechanism allowing consumers to request data brokers to drop their personal information. Establishes the consumer privacy fund. Establishes a private right of action.

Appropriates funds for the one-year study of agricultural markets for Hawaii farmers. Includes the disruption or interference with the administration or functions of any school, school administration office, or school board in the offense of harassment. Elevates the penalty for harassment to a misdemeanor when the recipient is an educational worker.

Establishes and appropriates funds for the Hawaii Farm to Families Program under the Department of Human Services to alleviate food shortages in the State. Requires reports to the Legislature before the Regular Sessions of 2027 and 2028.

Includes certain law enforcement administrators and employees of the Department of Law Enforcement as class A members of the pension and retirement systems and provides guidance for the computation of retirement benefits similar to police officers.

Establishes and designates the Corporation for the Stewardship of Hawaii Tourism, a nonprofit organization, as the official destination stewardship organization for the State. Repeals the Hawaii Tourism Authority.

Revises the Mixed-Income Subaccount within the Rental Housing Revolving Fund by modifying the priority list for project funding and adding new project priority criteria. Authorizes fund transfers between the Mixed-Income Subaccount without legislative approval. Authorizes conveyance tax revenues deposited into the Rental Housing Revolving Fund to be transferred to the Mixed-Income Subaccount. Appropriates funds. Effective 7/1/2050.

By 1/1/2040, requires all municipal wastewater treatment facilities owned by a State or county agency to meet state R-1 water standards. Requires the Department of Health to adopt five-year benchmarks to ensure compliance with state R-1 water standards. Requires the Legislature to appropriate sufficient funds. Appropriates funds.

Authorizes the Hawaii Housing Finance and Development Corporation to purchase equity in for-sale housing development projects for qualified residents of the State using moneys in the Dwelling Unit Revolving Fund to lower the initial purchasing price. Establishes equity repayment requirements. Effective 6/29/2050.
