Proposes an amendment to the Hawaii State Constitution to recognize and protect the inherent and inalienable rights of all people to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches. This amendment, reflecting the Native Hawaiian notion of Aloha Aina, or "love of the land," aims to complement existing constitutional provisions and reinforce protections of human health, natural and cultural values, and the environment.
