Requires the Department of Education to implement a plan for a Hawaiian language immersion school in Kapolei that shall be ready to educate students in grades kindergarten through 12 by the 2028-2029 school year. Appropriates moneys.

Requires the Department of Health to construct, establish, and operate an environmental toxins testing laboratory to test samples submitted by the public for diseases; water, air, and soil quality; and complex testing. Requires a report to the Legislature. Authorizes the Director of Finance to issue general obligation bonds. Appropriates funds.

Allows a dental graduate from a dental college accredited by the Commission on Dental Accreditation of Canada to be an eligible candidate for a community service license (CSL). Repeals the requirement that the licensing examinations be completed within five years of a request for a CSL. Repeals the requirement that a CSL applicant provide a copy of an active, unrestricted dental practice license form another state. Repeals the prohibition against a person who failed the license examination from obtaining a CSL. Requires a CSL to be eligible for conversion to an unrestricted dental practice license when a dental provider who holds a CSL completes at least five thousand hours of community service to patients in the State.

Requires hotelkeepers to provide adequate notice of service disruptions to guests and third-party vendors under certain conditions. Allows for recovery of damages by injured consumers. Effective 7/1/3000. (HD2)

Beginning 1/1/2027, requires all government records required to be open to public inspection under the Uniform Information Practices Act to be made available in a disability-accessible format upon request. Requires the Governor, Chief Justice, and Mayor of each county to designate at least one agency within their respective government unit as a converting agency responsible for converting government records into a disability-accessible format. Establishes the process by which government records shall be converted into disability-accessible format upon request. Allows the converting agencies to consult with the Disability Communications Access Board. Requires the Office of Information Practices, Judiciary, and each county to adopt rules, regulations, or ordinances, including a provision that extends the time within which an agency must respond to requests for government records by 5 business days for records in disability-accessible formats, with exceptions for records pertaining to board meetings. Appropriates funds.

Prohibits a landlord from rejecting a rental application solely due to an applicant's inability to provide a recent paycheck. Authorizes the landlord to require the applicant to provide evidence dated within ninety days of the application demonstrating the applicant has sufficient unearned income or liquid assets to cover the rental costs. Effective 7/1/2050. (HD1)

Requires the Department of Business, Economic Development, and Tourism to fix the payment of royalties to the State for the filming of scenic shots of iconic locations in the State that are subsequently featured in media for production purposes. Exempts state and county productions.

Appropriates funds for one retention coordinator position, one internship coordinator position, and student enrollment management initiatives at the University of Hawaii at Hilo. Effective 7/1/3000. (HD1)

Authorizes the Hawaii Labor Relations Board to request the Federal Mediation and Conciliation Service to furnish a list of five qualified and experienced interest arbitrators in the event the parties fail to select the neutral third member of the arbitration panel. Clarifies that the list of five interest arbitrators may contain arbitrators from both the American Arbitration Association and the Federal Mediation and Conciliation Service. (SD1)

Defines "reported hate crime". Requires reporting of all possible reported hate crimes to appropriate authorities, including consistent documentation and analysis of such incidents. Requires law enforcement officers to receive annual training to identify, investigate, and document hate crimes and possible hate crimes. Requires the Attorney General to establish or update guidelines, protocols, and training materials for the reporting and investigation of hate crimes and possible hate crimes.

Exempts from restrictions on light transmittance percentages, up to a certain percent, of certain motor vehicle sun screening devices for persons having light sensitivity of the eyes due to a medical condition. Effective 7/1/3000. (HD1)

Requires the Director of Finance to consider, before the selection of a depository for the state treasury, the beneficial effects to the State of using depositories within the State, including but not limited to lending at favorable terms for the creation of certain affordable housing units. Effective 7/1/2050. (SD1)

Requires domestic and foreign corporations to provide their shareholders with reports of independent expenditures and political contributions.

Requires the Hawaii Employer-Union Health Benefits Trust Fund Board of Trustees to negotiate with health insurance carriers to ensure that 12% of monthly premium payments are paid directly to primary care providers. Requires the Department of Human Services Med-QUEST Division to allocate 12% of monthly premium payments directly to primary care providers.

Requires counties to grant building permits within sixty days if the application is stamped and certified by a licensed engineer and architect and other certain conditions are met.

Prohibits the operation of a motor vehicle with, possession, purchase, installation, sale, offer for sale, or distribution of license plate flipping devices. Establishes a minimum fine of $250 and a maximum fine of $2,000 for each separate violation. Effective 7/1/3000. (HD1)

Authorizes the issuance of general obligation bonds to the Agribusiness Development Corporation for the purchase of the Halaula Agricultural Parcel for agricultural development. Effective 7/1/2050. (SD1)

Proposes a constitutional amendment that would legalize the possession and use of recreational cannabis by adults who are at least 21 years of age, as provided by law.

Repeals existing statutory language that: declares that the sale of cigarettes, tobacco products, and electronic devices are a statewide concern; and preempts all local ordinances and regulations that regulate the sale of cigarettes, tobacco products, and electronic devices. Effective 7/1/3000. (HD1)

Appropriates funds for collective bargaining cost items for the members of Unit (1) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2025-2027. Declares the expenditure ceiling for fiscal year 2025-2026 is exceeded. Effective 7/1/2050. (SD1)
