Requires the Hawaii Technology Development Corporation to establish state goals and implement projects to promote economic diversification through innovation and technology. Requires annual reports to the Legislature. Includes, for purposes of the Money Transmitters Modernization Act, receivables due from payment processors for certain debit or credit card transactions. Clarifies the calculation of tangible net worth. Changes the initial annual fee assessed upon the submission of the application to an initial fee assessed upon the approval of the application. Increases fines that may be assessed against certain fireworksrelated violations. Effective 7/1/2025.

Requires employers to provide employees with paid breaks.

Requires owners or operators of waste combustion facilities to develop a plan to implement continuous monitoring and sampling technologies at each combustion unit to monitor and sample for certain air contaminants. Requires a publicly available website hosted by the Department of Health to track and display the data collected on the air contaminants. Requires the Department of Health to adjust permit limits for air contaminants based on the data collected. Requires annual reports to the Legislature.

Narrows the scope of the definition of the term "development" in coastal zone management law by excluding reconstruction of certain lawfully constructed structures impacted by certain events. (SD2)

Establishes a nonrefundable income tax credit for taxpayers who construct or install improvements to their residence that increase the residence's fire safety rating as calculated by the taxpayer's homeowner's insurance policy. Applies to taxable years beginning after 12/31/2025. Effective 7/1/2077. (SD1)

Establishes a statewide underground water and carbon sequestration resource characterization program via slim hole bores and a related statewide environmental assessment. Effective 5/13/2040. (SD1)

Requires the Office of Wellness and Resilience to conduct a study on the cost and feasibility of establishing a program to acquire and forgive medical debt owed by certain households in the State. Requires a report to the Legislature. Effective 12/31/2050. (HD1)

Establishes the Food and Beverage Supply Chain Resiliency Income Tax Credit to be administered by the Department of Business, Economic Development, and Tourism and Department of Taxation. Requires DBEDT to establish expedited permitting processes for food and beverage supply chain activities.

Requires the Office of Planning and Sustainable Development, in coordination with other agencies, to update the soil data used in the land study bureau soil rating system and create a mechanism for regular soil data updates. Appropriates funds.

Starting on July 1, 2026, requires all applicants for a motorcycle instruction permit to successfully complete a basic motorcycle rider course approved by the Department of Transportation before becoming eligible for the permit. Designates exemptions for certain drivers on an enclosed training course. Effective 7/1/2050. (SD1)

Authorizes supplemental allotments and transfer of unrequired balances for capital improvement program projects and establishes a protocol fund for each state principal department. Effective upon approval.

Repeals statutory language requiring certain housing projects have at least five per cent of available units be for persons and families with incomes at or below thirty per cent of the median family income to be eligible for loans from the Rental Housing Revolving Fund. Repeals statutory language providing grants to developers for rental units set aside for persons and families with incomes at or below thirty per cent of the median family income in any project financed in part or in whole by the Rental Housing Revolving Fund. Repeals statutory language requiring the Hawaii Housing Finance and Development Corporation to establish an application process for Rental Housing Revolving Fund allocation that gives preference to projects providing units for persons and families with incomes at or below thirty per cent of the median family income.

Requires corporations, organizations, or individuals engaging to commercial transactions or trade practices to clearly and conspicuously notify consumers when the consumer is interacting with an artificial intelligence chatbot or other technology capable of mimicking human behaviors, with certain exemptions. Requires developers that sell, offer for sale, advertise, or make available artificial intelligence chatbots to disclose that their chatbots use artificial intelligence. Authorizes private rights of action. Establishes statutory penalties. Effective 7/1/3000. (HD1)

Appropriates funds to the Department of Accounting and General Services to hire a consultant to evaluate potential locations and designs for the Hawaii First Responders Memorial. Effective 7/1/3000. (HD1)

Authorizes each qualifying individual taxpayer to claim an additional credit if the taxpayer claims any dependent under the age of eighteen.

Requires the Department of Education to implement a plan for a Hawaiian language immersion school in Kapolei that shall be ready to educate students in grades kindergarten through 12 by the 2028-2029 school year. Appropriates moneys.

Requires the Department of Health to construct, establish, and operate an environmental toxins testing laboratory to test samples submitted by the public for diseases; water, air, and soil quality; and complex testing. Requires a report to the Legislature. Authorizes the Director of Finance to issue general obligation bonds. Appropriates funds.
