Hawaii SB830 modifies the definition of "development" under Section 205A-22 of the Hawaii Revised Statutes to specify which activities are included or excluded. Excluded activities include minor residential construction, maintenance of roads and highways, and certain agricultural practices. Included activities involve changes in land use, construction, and other operations within special management areas. The bill also ensures that certain exceptions do not qualify for exclusion if they have significant environmental impacts. This Act takes effect on July 1, 2025.
