Requires users of algorithmic decision-making to submit annual reports to the Department of the Attorney General. Provides means of civil enforcement.

Authorizes the issuance of special purpose revenue bonds to assist Hawaii Island Community Health Center to purchase or lease land on the island of Hawaii and develop primary care health care facilities.

Amends sections 286-102 and 286-181, HRS, to allow exemptions to include use of motorcoaches, small buses, and vans, which may not meet school bus regulations for school bus services, but which shall otherwise meet vehicle requirements and qualifications set forth in chapter 19-143, Hawaii Administrative Rules, to the extent required by the Department of Transportation and the Department of Education, when adult staff chaperone escorts of students are provided while students are being transported between designated locations off-campus and designated locations on-campus.

Provides for the administrative dissolution of any planned community association or condominium association in existence as of 7/1/2027. Provides the Department of Commerce and Consumer Affairs the powers currently provided to planned community associations and condominium associations under chapters 421J and 514B, HRS, and each planned community's or condominium's bylaws and other governing documents. Requires the Department of Commerce and Consumer Affairs to submit a report and proposed legislation to the Legislature with recommendations to administer planned communities and condominiums.

Allows newly graduated high school students to be eligible for workers' compensation coverage during the summer following their high school graduation while participating in Department of Education-sponsored work-based learning programs.

Establishes provisions governing any person who receives compensation for advising, assisting, or consulting another person with veterans benefits. Effective 7/1/2077. (SD1)

Establishes a tax credit for individual and corporate taxpayers who install and place in service certain projects that support environmental sustainability.

Establishes within the Department of Health's Wastewater Branch a Cesspool Conversion Section, which shall be responsible for facilitating the conversion of cesspools within the State. Establishes and appropriates funds for positions within the Cesspool Conversion Section. Effective 12/31/2050. (SD1)

Authorizes a 10-year renewable license for a social gaming facility in a special district designated for tourism. Allows admission and participation for adults. Non-residents shall be required to apply for guest membership. Establishes the Hawaii social gaming control commission to monitor and measure operational activities as well as collect and distribute tax revenue from social game operations. Imposes a consumption tax on every hand and every contest. Uses revenue for housing developments for currently houseless Native Hawaiian residents.

Requires the Office of the Auditor to perform a comprehensive forensic audit of the Department of Corrections and Rehabilitation and Department of Accounting and General Services related to the planning, design, financing, construction, and maintenance of a new jail to replace the Oahu Community Correctional Center. Requires a report. Appropriates funds.

Requires at least two members of the Real Estate Commission to be licensed professional engineers or architects engaged in business in the State for three years immediately preceding the appointment. Effective 7/1/2050. (SD1)

Requires the State Highway Modernization and Safety Council to conduct a thorough evaluation of vehicle characteristics and develop a set of standards to identify high-risk vehicles. Requires a report to the Legislature.

Allows the retailer to transfer the fee to the purchaser. Creates certain exemptions. Allows the Director of Taxation to deposit collected fees that cover the administration of the retail delivery safety fee into the state general fund. Effective 7/1/2050. (SD1)

Prohibits retailers from using dynamic pricing in the sale of food that is sold, or qualifies to be sold, as part of the federal Supplemental Nutrition Assistance Program or Special Supplemental Foods Program for Women, Infants, and Children. Establishes fines.
