Requires insurers to provide automatic, advance written premium change notices to common interest community policyholders and the Insurance Commissioner, with reasonable explanations and primary factors, disclosing the causes of any premium increase if, upon renewal, premiums are scheduled to increase more than an unspecified per cent. Requires insurers that renewed property insurance policies between 2022 and 2024 for policyholders that were condominium associations, planned community associations, or cooperative housing corporations in the State, to provide an explanation for certain premium increases during this period. Requires the Insurance Commissioner to submit a report to the Legislature.

Requires the Department of Human Services to automatically enroll, or authorize the Social Security Administration to automatically enroll, in the State's Medicaid program any individual in the State who receives federal Supplemental Security Income benefits. Requires the Department of Taxation to maintain a directory of manufacturers of electronic smoking devices and e-liquids whose certifications the Department approved. Imposes penalties.

Proposes to amend the Hawaii State Constitution by establishing the right of each person to own and have an exclusive property right in the data they generate on the Internet.

Enhances sharing of critical infrastructure information between infrastructure owners and operators and the state government. Defines and protects "critical infrastructure information" that is crucial for direct support of the security and resilience of the State. Provides homeland security partners with reassurance that their proprietary information provided to the state government will be protected from disclosure. Effective 7/1/2077. (SD2)

Requires counties to accept the dedication of state projects exempt from the county permitting process. Requires the Department of Land and Natural Resources to include line-item funding for maintenance dredging at state small boat harbor facilities in its annual budget request. Makes a second or subsequent conviction for violation of a domestic abuse protective order a class C felony. Increases the sentencing requirements for second or subsequent convictions.

Clarifies that the Natural Energy Laboratory of Hawaii Authority's duties include supporting aquaculture.

Requires state and local law enforcement agencies to notify an individual of their rights when in state or local law enforcement agency custody before any interview with the United States Immigration and Customs Enforcement pertaining to certain matters regarding civil immigration violations. Designates all records relating to United States Immigration and Customs Enforcement access to detained individuals provided by a state or local law enforcement agency as public records under chapter 92F, HRS. Requires state and local law enforcement agencies that have provided the United States Immigration and Customs Enforcement access to a detained individual within the previous year to hold two public forums per year.

Requires that all court records of any eviction proceeding be sealed within specified timeframes upon resolution of the proceeding. Authorizes the court to seal certain eviction records prior to the expiration of these timeframes upon motion by a tenant who is able to demonstrate that certain conditions apply. Requires the clerk of the court to provide access to sealed eviction records to the tenant. Makes it a discriminatory practice to require a person to disclose a sealed eviction record as a condition of certain real property transactions. Prohibits discrimination in real property transactions against a person with a sealed eviction record.

Requires and appropriates funds for the Department of Agriculture to collaborate with certain agricultural entities in the Philippines. Requires and appropriates funds for the Departments of Labor and Industrial Relations and Human Resources Development to develop a program that brings agricultural workers from the Philippines to Hawaii, under certain conditions. Requires and appropriates funds for the Department of Agriculture to establish a hydroponics pilot program.

Requires the Hawaii Medical Board to establish standards for health care providers to ensure that a patient's consent to treatment is an informed consent. Requires that informed consent for a proposed medical or surgical treatment or a diagnostic or therapeutic procedure shall be obtained before the day of that treatment or procedure. Specifies that if the treatment or procedure is to occur on the same day it is scheduled, the informed consent shall be obtained at the time the decision is made to schedule that treatment or procedure.
