Requires and appropriates funds for the Department of Health to establish a homeless triage and treatment center program to serve homeless individuals and individuals at risk of homelessness with substance abuse issues or mental illness.

Establishes the civic education trust fund to support programs benefiting civic education of public school students. Appropriates funds for the expansion of civic education in the public schools and for full-time equivalent permanent civic education resource teacher positions. Effective 7/1/3000. (HD1)

Establishes fees that medical providers may charge for requests for a patient's medical records from the patient's family member, caregiver, or representative. Requires medical providers to respond to requests in a timely manner. Establishes penalties.

Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in Hawaii, to begin with the 2026 general election year. Requires the Campaign Spending Commission to submit reports to the Legislature. Appropriates funds.

Bans businesses from providing single-use plastic bags and nonrecyclable paper bags to customers. Assesses a fee that businesses shall charge for allowable bags provided to customers. Establishes penalties.

Repeals all permissible uses of consumer fireworks by minors. Establishes civil penalties for the use and sale of consumer fireworks, including nuisance abatement proceedings and forfeiture of assets used in the commission of the illegal use or sale of consumer fireworks. Appropriates funds to the Department of Law Enforcement to provide for community safety education programs. Effective 7/1/2077. (SD1)

Requires the Office of Planning and Sustainable Development to conduct an integrated land use study for the use of lands within the agricultural districts. Establishes one full-time equivalent (1.0 FTE) planner position. Appropriates funds. (SD1)

Establishes strict liability for crimes against elders with respect to the attendant circumstance that the victim was sixty years of age or older.

Exempts disabled veterans from the State's vehicle weight tax and repeals the exemption for disabled veterans from the State's annual vehicle registration fee. Effective 7/1/3000. (HD1)

Establishes a streamlined procedure for determining parentage in cases of assisted reproduction.

Requires the Department of Health to establish and administer a three-year Rural Community Health Worker Pilot Program that enables community health workers to provide outreach, education, training, and navigation to individuals residing in rural communities in the State and address social determinants of health. Appropriates funds.

Requires that a current general excise tax license number for any rental income be filed with the complaint to the court for summary possession proceedings. Requires the Judiciary to submit an annual list of certain information regarding summary possession cases to the Department of Taxation. Effective 7/1/3000. (HD1)

Beginning 1/1/2026, increases the cigarette tax from sixteen cents to eighteen cents and amends the disposition of cigarette tax revenues by allocating the increase in the cigarette tax amount to the Hawaii Cancer Research Special Fund. Effective 12/31/2050. (SD1)

Provides that if a law enforcement officer lawfully stops a motor vehicle and the operator is cited for driving without a valid license, the officer shall not permit the operator to resume the use of the motor vehicle. Requires the motor vehicle to be moved by a licensed driver or towed at the owner's expense. Provides that the cited operator is responsible for arranging the operator's transportation from the scene of the stop.

Closes or reclassifies certain non-general funds of the Department of Land and Natural Resources, pursuant to certain recommendations made by the Auditor in Auditor's Report No. 2408.

Establishes an Extended Producer Responsibility Program. Requires certain producers of fast-moving consumer goods to register with the Department of Health and pay an annual fee based on the amount of packaging volume the covered producer places on the market each calendar year. Provides for the deposit of fees into an Extended Producer Responsibility Special Fund. Provides for the expenditure of moneys from the Extended Producer Responsibility Special Fund for the creation of a countywide needs assessment of resources needed to reduce the volume of packaging waste sent to landfills or power plants that burn municipal solid waste as a fuel by fifty per cent and eighty per cent by a date to be determined by rule. Short form bill relating to the arts.

Amends the definition of "child abuse or neglect" by clarifying that the failure to provide certain needs to a child constitutes child abuse or neglect only if the person or entity responsible for the care of the child is financially able to provide and fails to do so or is offered financial or other reasonable means to provide and fails to accept these offers.

Adds a special assessment to the Rental Motor Vehicle Surcharge Tax, sunsetting in 10 years, to fund revenue bonds for the Lahaina Bypass North. Includes payment of principal and interest of revenue bonds for the construction, operation, and maintenance costs of the Lahaina Bypass North as a permissible use of the State Highway Fund. Authorizes the issuance of general obligation and revenue bonds to fund the Lahaina Bypass North. Directs transient accommodations taxes collected from West Maui transient accommodations to fund the Lahaina Bypass North. Defines "West Maui". Effective 7/1/2050. (SD1)

Part I: Requires the Public Utilities Commission to impose certain conditions of approval on any order approving, in whole or in part, an application for the proposed acquisition, merger, or consolidation of an electric utility company by an acquiring entity. Establishes a process to ensure that when an electric utility is subject to an application for a proposed acquisition, merger, or consolidation by a potential acquiring entity that is an investor-owned utility and seeks approval of the application from the Public Utilities Commission, it must demonstrate that it solicited bids from potential acquiring entities that operate under a non-investor-owned utility ownership model. Requires the electric utility to submit those acceptable bids concurrently with an application by a potential acquiring entity that is an investor-owned utility. Part II: Authorizes the issuance of reimbursable GO bonds for acquiring Hawaiian Electric Industries and converting it to a publicly owned utility. Authorizes the establishment of a non-bypassable electric utility conversion charge, to be deposited into the new Electric Utility Conversion Special Fund. Appropriates Funds. Effective 7/1/3000. Establishes the Kupuna Home Equity Conversion Mortgage Program under the Hawaii Housing Finance and Development Corporation.

Establishes the Homeless Services Special Fund. Allows counties to apply for matching funds from the Affordable Homeownership Revolving Fund for certain housing projects. Increases the conveyance tax rates for certain properties. Establishes conveyance tax rates for multifamily residential properties. Establishes new exemptions to the conveyance tax. Allocates collected conveyance taxes to the Affordable Homeownership Revolving Fund, Homeless Services Fund, and Dwelling Unit Revolving Fund. Amends allocations to the Land Conservation Fund and Rental Housing Revolving Fund. Effective 7/1/2026.
