Clarifies the definition of child abuse or neglect to exclude poverty as a standalone cause.

This bill amends the definition of "child abuse or neglect" to clarify that poverty alone does not constitute child abuse or neglect. It specifies that neglect occurs when a child's needs are unmet by their primary caregivers, such as inadequate food, clothing, shelter, medical care, or supervision, and the caregiver is financially able to provide these needs but fails to do so. The bill also includes various forms of harm, including sexual exploitation, trafficking, and severe injuries, as part of the definition of child abuse or neglect.
