Establishes a program that requires property insurers to offer discounts to condominium associations that make certain upgrades or take other specific actions to increase the building's resilience or reduce the association's risk profile. Requires the insurance commissioner to adopt rules to implement the program.

Establishes the Office of Gun Violence Prevention to conduct community outreach on gun violence prevention, develop and administer a grant program for gun violence prevention, and develop and administer a gun violence resource bank. Establishes the Gun Violence Prevention Special Fund and appropriates funds into and out of the special fund. Appropriates funds.

Makes the members of the Elections Commission subject to the advice and consent of the Senate.

Repeals the sunset provision in Act 45, SLH 2024, related to the counties' authorization to develop, construct, finance, refinance, or otherwise provide mixed-use developments. Effective 7/1/3000. (HD1)

Prohibits the smoking of cannabis and the smoking of cannabis for medical use, including via an electronic smoking device, in any area accessible by the public.

Requires employers to authorize and permit employees a 10-minute paid rest period for every four hours worked. Effective 7/1/3000. (HD1)

Establishes the Agricultural Development and Food Security Special Fund. Requires a portion of the Environmental Response, Energy, and Food Security Tax to be deposited into the special fund. Appropriates funds for the Department of Agriculture in an amount equal to three per cent of the State Budget.

Provides that after 12/31/2025, each new or renewed contract between a mutual benefit society and a physician for a fee for service plan shall provide for: (1) The reimbursement of the physician's increased overhead costs, cost of living increases, and increased costs caused by inflation; and (2) An increase of 10% in the reimbursement rate of services after each 5-year period that the physician is in service.

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to develop adaptation pathways plans to modify and relocate development and associated infrastructure away from critically vulnerable areas to locations outside of sea level rise and coastal flooding exposure area. Establishes a permitted interaction group within the Department of Hawaiian Home Lands. Appropriates funds to the Department of Hawaiian Home Lands to continue geophysical data collection, investigation, exploration, and identification of geothermal resources on Hawaiian home lands. Prohibits the usage of synthetic substances in school meals at Department of Education and public charter schools. Defines "synthetic substances".

Requires the Statewide Office on Homelessness and Housing Solutions to establish the Interstate Collaboration on Homelessness to discourage sending unsupported homeless individuals to other states and territories. Requires the Statewide Office on Homelessness and Housing Solutions to enter into formal agreements with other states to reimburse costs associated with relocated homeless individuals. Appropriates funds.

Establishes the University of Hawaii Conference Center Revolving Fund and accounts under the fund to facilitate the administration of the revolving fund for conference center programs among various campuses and operating units of the University of Hawaii system. Repeals the Conference Center Revolving Fund, University of Hawaii at Hilo, and the Community College Conference Center Revolving Fund. Transfers all appropriations and encumbrances of the Conference Center Revolving Fund, University of Hawaii at Hilo, and the Community College Conference Center Revolving Fund to the University of Hawaii Conference Center Revolving Fund. Modifies and improves the effectiveness of the renewable portfolio standards law, which stipulates the central role of Hawaii's electric utility companies in complying with the State's renewable energy and climate goals to address emerging trends.

Requires the Hawaii State Energy Office to conduct a statewide environmental assessment for, and subsequently administer, a Slim-Hole Resource Characterization Program. Requires reports to the Legislature. Appropriates funds.

Requires the State to ensure and enforce that all certified arborists in its employ, including contractors, adhere to best management practices.

Authorizes any member of a board to attend an informational meeting or presentation on matters relating to board business; provided that the meeting or presentation is not specifically and exclusively organized for or directed toward members of the board. Repeals the requirement of a subsequent report of attendance and the matters presented and discussed that related to board business at the informational meeting or presentation.
